(Baonghean) - With the very specific and timely actions of the cadres and soldiers, the armed forces of the province have continuously fostered the military-civilian relationship.

Up to now, the historic flood that caused widespread inundation in Vinh City and the surrounding areas of Hung Nguyen and Nam Dan has passed for more than a month, but its echoes are still in the minds of many people.

Mr. Nguyen Van Binh in Hung Trung commune (Hung Nguyen) said: “My family has 3 sao of ripe summer-autumn rice that has not been harvested yet, while there are only 2 people in the house. It rained continuously, the water rose quickly and flooded the whole field. Fortunately, the soldiers arrived in time and in just one morning, they finished harvesting and brought it home to their families”… In most of the fields of Hung Nguyen district, during the recent flood, officers and soldiers of the Provincial Military Command were present to help people successfully harvest the summer-autumn rice that escaped the flood.

Lieutenant Colonel Bui Huu Thang - Head of the Mass Mobilization Department of the Provincial Military Command said: Whenever there is a storm or any other natural disaster, our army forces always determine that helping the people is our main responsibility. Therefore, everyone, from commanding officers to cadres and soldiers, enthusiastically perform their duties with the utmost effort, avoiding as much damage as possible.

Not only directly helping people harvest rice and other crops in the fields, during the rainy season, in vulnerable areas, the army also helps people move their properties to avoid flooding damage in Vinh City; set up checkpoints in vulnerable areas such as Phuong Tich Bridge in Nghi Phuong Commune (Nghi Loc). Only then can we minimize property damage, even the lives of the people.

According to statistics from the People's Mobilization Committee, the Political Department of the Provincial Military Command, during the flood in mid-October, the Provincial Military Command mobilized 522 officers, soldiers and 879 militiamen, 23 rescue boats, and 14 vehicles to help people prevent floods. The Provincial Military Command directed the Military Commands of Yen Thanh, Nghi Loc, and Hung Nguyen districts to mobilize 85 officers, soldiers, 156 militiamen, 1 rescue boat to participate in searching for people swept away by the flood in My Thanh commune (Yen Thanh); help prevent landslides in houses in Hung Yen Nam commune (Hung Nguyen)...

Lieutenant Colonel Bui Huu Thang added: “Natural disasters and floods always pose unpredictable risks. The work of overcoming the consequences and cleaning up the environment must be urgent and serious in order to soon stabilize life and production. That is why we always determine that the army must be the core force. No matter how hard it is, seeing the people excited makes us feel at ease.”

In addition to helping people overcome the consequences of floods, the Provincial Military Command also allocated funds and coordinated with businesses to organize delegations to visit, encourage and give gifts to people in flooded areas. For example, during the recent floods, Hung Trung and Hung Lam communes were given 350 gifts; 100 gifts, each worth 1,000,000 VND, were given to students of Na Ngoi and Muong Ai Primary and Secondary Schools (Ky Son district) in the flooded areas... with a total value of nearly 500 million VND.

In the days after the flood, perhaps the images in villages, roads, schools... of union members, youth, women, teachers, people, even white-haired old men and women still enthusiastically encouraging their children and grandchildren to join forces and work alongside the cadres and soldiers.

Then the hurried meals standing up; the gifts handed out to each citizen; or the breaks with a few cups of water that mothers and sisters boiled to give to the officers and soldiers... are the most convincing proof of the affection between the army and the people.

Responding to the movement "Military forces join hands to build new rural areas", in 2016, the entire provincial military force participated in 135,680 working days, together with localities, building more than 80 km of inter-village and inter-commune roads, of which nearly 30 km were concreted. Propaganda and mobilization of people and militia forces to support land donation for inter-village and inter-commune roads was 410m2.

In addition, the Provincial Military Command allocated funds from agencies and units and mobilized hundreds of millions of VND to support families with meritorious services, poor but studious students, build solidarity houses for poor families, and build concrete roads between villages and hamlets.

Since the beginning of the year, officers and soldiers of the Provincial Military Command have used the "Personal savings fund for the needy" to support the construction of 6 gratitude houses for soldiers and families in especially difficult circumstances with a total amount of 360 million VND.

Since the beginning of the year, the Provincial Military Command has purchased and donated 20 breeding cows to 20 poor households in Nam Giai commune (Que Phong) with a total amount of 300 million VND... Typical in the movement "Nghe An Provincial Military Command joins hands to build new rural areas" are the units of the Military Command of Nam Dan, Que Phong, Quynh Luu, Hoang Mai districts, Military School, Martyrs' Grave Gathering Team...

Talking about the effectiveness of the provincial armed forces in helping people build new rural areas, the most convincing evidence is Nam Giai commune (Que Phong). From a mountainous commune with many difficulties, since receiving support from the army to build new rural areas, Nam Giai commune has really flourished. The roads connecting Pieng Lang village to Puc village, Meo village... have all been concreted and graded, creating great convenience for the local people in traveling and production.

Lieutenant Colonel Bui Huu Thang added: “We determined that helping people build new rural areas must be done in a practical way, thereby fundamentally changing people's lives. Therefore, we carefully calculated what needs to be done first, and will do it immediately. First, we build roads to make it convenient for people to travel and trade. Then we build and repair clinics, schools, and give people means of production. Most recently, we gave 20 breeding cows to 20 poor households so that they have the means of production and can escape poverty...”.

Thus, it can be seen that, with the very specific and timely actions of the cadres and soldiers, the armed forces of the province have continuously fostered the military-civilian relationship. And perhaps, the most meaningful thing is that they have received the affection and trust of the people.
