Through training, it is aimed at unifying the content and methods of organizing drills, training the framework cadres to grasp the basic principles of the implementation process, perform well the preparation work, and develop drill documents; improve the leadership, direction, and management capacity of Party committees and authorities at all levels; the advisory capacity of the Military, Border Guard, Police, and departments, branches, and organizations; improve the ability to organize, command, coordinate, and be ready for combat of armed forces units when moving localities into defense states.
