On the morning of April 25, the Standing Committee of Nghe An Provincial People's Council coordinated with the Center for Training Elected Delegates and the Delegation Affairs Committee under the National Assembly Standing Committee to organize the opening ceremony of the Conference on training operational skills for provincial and district People's Council delegates for the 2021-2026 term.
Attending the conference were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of the leadership of the Provincial Vietnam Fatherland Front Committee and delegates of the Provincial and District People's Councils for the 2021-2026 term.
Speaking at the opening of the conference, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council affirmed: The term of the People's Councils at all levels of Nghe An province 2021-2026 has gone through nearly 3 years of operation with many innovations, creativity, improving professionalism, applying information technology in many contents and tasks according to regulations.

From innovating the preparation and organization of People's Council meetings; examining draft resolutions submitted to the meetings; organizing meetings to meet voters, synthesizing and classifying voters' opinions and recommendations; regular and thematic supervision activities; citizen reception work, handling citizens' petitions and complaints...
The performance of People's Councils at all levels in the province has contributed to the overall socio-economic development of the province, continuing to consolidate and enhance the position and role of elected bodies in the political system at all levels in the province.
Besides the positive movements, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh also frankly stated that some activities of People's Council delegates at all levels still face difficulties, such as in reviewing and approving resolutions on local socio-economic development; discussing and deciding on social policies, deciding on investment policies, and project programs at all levels in the locality...
The application of science and technology in monitoring the implementation of local budgets, monitoring judicial activities, monitoring environmental protection work... still has limitations.

From that reality, the Standing Committee of Nghe An Provincial People's Council has developed and included in the 2024 work program the organization of a conference to foster operational skills for provincial and district People's Council delegates for the 2021-2026 term.
At the conference, a lot of information and knowledge was conveyed; therefore, the Standing Committee of the Provincial People's Council requested the delegates of the Provincial People's Council and the district level to focus on absorbing and at the same time frankly raising difficulties, obstacles and shortcomings from practical activities to exchange and discuss in order to learn from each other, improve skills, knowledge and valuable experience in activities, ensure better implementation of the tasks of elected representatives and elected agencies, worthy of the trust and expectations of voters and people in the province.

The conference took place over 1 day with 4 topics presented by experts who are former officials and leaders of the National Assembly's Judiciary Committee; the Delegation Affairs Committee of the National Assembly Standing Committee; the Ministry of Finance; and the State Audit.
The content of the topics covers experience in researching, analyzing and evaluating socio-economic reports of People's Committees at all levels; experience in developing programs, plans and organizing thematic supervision of People's Councils, Standing Committees and People's Council committees at all levels; experience in decision-making and supervision of People's Councils in the field of land; experience in decision-making and supervision of People's Councils in the field of justice.

The conference also provided time for provincial and district People's Council delegates to exchange and discuss issues arising from practical activities to learn from each other, contributing to improving the operational skills on the contents and tasks of elected representatives, contributing to improving the quality of activities of elected agencies at all levels.
