35/39 socio-economic targets achieved and exceeded

On the afternoon of April 24, the Standing Committee of the Provincial People's Council had a meeting with the Provincial People's Committee according to the plan to supervise the implementation of socio-economic goals and targets according to Resolution No. 18, dated December 13, 2020 of the Provincial People's Council on the 5-year socio-economic development plan 2021 - 2025 of Nghe An province.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council chaired the meeting. Attending the meeting were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; and leaders of provincial departments, branches and sectors.

According to the report of the Provincial People's Committee, implementing Resolution No. 18 of the Provincial People's Council on the 5-year socio-economic development plan 2021-2025, the Provincial People's Committee issued a Decision approving the 5-year socio-economic development plan 2021-2025; in which the goals, tasks, solutions and specific tasks are identified for sectors and levels in conjunction with the progress for implementation.

Based on the results of implementing the goals and targets by the end of 2023 and the expected capabilities and prospects for achievement in the next 2 years 2024 - 2025; The Provincial People's Committee forecasts that 35/39 socio-economic targets will be achieved and exceed Resolution No. 18 of the Provincial People's Council.

Clarify the causes of limitations and shortcomings

Based on the report of the Provincial People's Committee, at the meeting, members of the monitoring delegation of the Standing Committee of the Provincial People's Council raised a number of concerns and requested the Provincial People's Committee to clarify. Such as clarifying why the assignment of socio-economic development targets between district-level localities has not been consistent, fluctuating from 19 to 37 targets; requesting the Provincial People's Committee to study and assign uniformly according to the target system according to Decision No. 05 of the Government. At the same time, it is necessary to analyze more clearly the reasons for the 4 difficult targets to achieve, in order to propose specific solutions to achieve the highest results in the coming time.

Giving his opinion at the meeting, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi emphasized: The goal of the supervision of the Provincial People's Council Standing Committee is to point out the shortcomings, limitations, difficulties, and problems, thereby finding solutions to resolve them.

Therefore, it is recommended that the Provincial People's Committee and provincial departments, branches and sectors need to deeply analyze the causes of the current problems: what is objective, what is subjective; what is due to policy mechanisms; what is the responsibility of the levels and branches and what is the authority of the Central Government that needs to be recommended.

Such as the limitations and causes in budget revenue not reaching the target, the debt of the following year is higher than the previous year; mobilizing investment capital and integrating investment capital sources is not effective; the number of OCOP products is the second largest in the country, but has not really become a stable commodity to be put into the distribution chain system of supermarkets and stores...

The Standing Vice Chairman of the Provincial People's Committee also affirmed the new opportunities along with the determination to operate and direct with the spirit of acceleration of the Provincial People's Committee to ensure the highest results in the remaining time of the 2021 - 2025 period.
