(Baonghean) - Having become a regular activity, the 8th meeting of the Standing Committee of the People's Councils of the North Central provinces, term 2011 - 2016, held in Vinh city, is an opportunity for those working in the elected bodies to meet, exchange good experiences in the working process, and improve the quality and effectiveness of the People's Councils at all levels.

Strengthening the authority of the Provincial People's Council

The North Central provinces have similar characteristics in terms of natural conditions, climate, production and culture, so in the process of managing socio-economic development, localities increase exchanges, update information, experiences and at the same time make decisions suitable for people's lives. Therefore, the 8th meeting of the Standing Committee of the People's Council of the North Central provinces held on this occasion is considered an important activity.

Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province, affirmed: The regular holding of meetings by the Standing Committees of the People's Councils of the 6 North Central provinces is to exchange and learn from each other's experiences based on the rich practical activities in each province; together find solutions to overcome limitations and shortcomings; at the same time, have a common voice to recommend to the National Assembly and the Government to study, amend and supplement legal and sub-law documents, creating conditions for the People's Councils to operate more and more effectively. Especially, in the context of the National Assembly preparing to discuss and pass the Law on Organization of Local Government.

At this conference, there will be a number of presentations drawn from the practice of the People's Councils of the North Central provinces. The People's Council of Thua Thien Hue province will discuss lessons learned in strengthening the handling and decision-making of issues arising between the two sessions. With a total of 143 proposals in 4 years (2011 - 2014) sent by the Provincial People's Committee to the Standing Committee of the People's Council of Thua Thien Hue province for comments, the Provincial People's Council has carefully examined the legal basis, necessity, and impacts of the resolutions when issued; combined with practical surveys at a number of agencies and units for decision. In general, many issues submitted by the Provincial People's Committee for comments and decided by the Standing Committee of the People's Council of Thua Thien Hue province between the two sessions were accurate and correct, meeting the timely and flexible management and operation of the authorities at all levels; promptly removing difficulties and obstacles, promoting the overall development of the province. However, besides that, the Standing Committee of the People's Council of Thua Thien Hue also frankly objected, even going against the wishes and proposals of the Provincial People's Committee on issues that have not yet reached the "mature" stage. For example, the proposal of the People's Committee of Thua Thien Hue province on using preferential credit capital to allocate 70 billion VND to invest in the construction of the Cho Mai - Tan My road project (estimated total investment of 776 billion VND) was not approved by the Standing Committee of the Provincial People's Council, but this capital was later allocated for rural road construction projects in localities, bringing more practical results. Or the proposal to sell State-owned houses, the Standing Committee of the Provincial People's Council also did not agree to approve because the real estate areas are located in relic protection areas or are not the right subjects to buy houses...

Along with the issue of strengthening the role, responsibility and authority of the Provincial People's Council, the Standing Committee of the Nghe An Provincial People's Council will exchange some experiences and solutions to improve the quality and effectiveness of questioning activities at meetings. The experience and solution of the Nghe An Provincial People's Council is to choose key questioning issues, which have a wide and practical impact on people's lives, which in practice are facing difficulties and obstacles, or are caused by ineffective responsibilities, direction and management of the Provincial People's Committee and functional departments and branches. Questioning and answering activities are flexibly managed, promoting democracy and responsibility of the questioner and the questioner, focusing on the core content of the questioning; there are debates and criticisms of issues to clarify and find solutions to solve urgent and prominent problems in practice. At the question and answer sessions, the Provincial People's Council recorded and "unrecorded" the audio, along with the conclusions of the session chair after each question and answer session, to serve as a basis for monitoring the implementation of promises made at the session after the session.

For the Standing Committee of the People's Council of Ha Tinh province, it is to improve the effectiveness of voter contact (TXCT) of the provincial People's Council delegates. In addition to organizing TXCT before and after each session of the People's Council according to regulations, the People's Council of Ha Tinh province has organized 15 thematic TXCT meetings to consult people's opinions on projects and draft resolutions submitted to the session. The quality of TXCT has been improved more effectively, in which close coordination with the Fatherland Front and local authorities at all levels is emphasized. Thanks to that, the majority of voters' opinions and recommendations have been fully informed and explained by the competent agencies and delegates of the Provincial People's Council, with specific solutions; the remaining opinions have been collected and synthesized into reports at the session, with some opinions selected to be included in the questioning content.

Improve monitoring efficiency

Supervisory activities are one of the two main and most basic functions of the Provincial People's Council to carry out the tasks and powers of the People's Council as a local State power agency. On the other hand, the good implementation of this function will contribute to ensuring that the Party's policies, the State's laws, and the People's Council's Resolutions are seriously and effectively implemented. Therefore, this is an activity that the Standing Committee and the People's Council Committees of the provinces focus on, improve the quality, and spend a lot of time, intelligence, and effort to focus on implementing.

The People's Council of Quang Binh province has improved and innovated both the content and form of supervision; combining direct supervision, written supervision and supervision at meetings. The Standing Committee of the People's Council of Quang Binh province has proactively coordinated and closely coordinated with the People's Council committees to develop a supervision plan, clearly stating the key tasks of each supervision topic. The supervision contents have a focus, key points, focusing on prominent and urgent areas. Along with the selection of content, the People's Council of Quang Binh province also focuses on regularly inspecting and urging State agencies to implement recommendations and conclusions after supervision, including organizing delegations to supervise the implementation of recommendations after supervision of the People's Council of the province, avoiding the situation of "beating the drum and abandoning the stick" in supervision activities, contributing to ensuring the effectiveness and efficiency of supervision activities of the People's Council of the province, making a positive contribution to socio-economic development.

The experience of the People's Council of Quang Tri province worth learning is the supervision of judicial activities. In addition to supervision at the session through reports on judicial activities; thematic reports of the People's Court, the People's Procuracy, the Inspectorate; supervision of the question and answer session on judicial issues, the Standing Committee of the People's Council of Quang Tri also assigned the Legal Committee of the Provincial People's Council to supervise between two sessions. 40 supervisions of law enforcement in the locality have been deployed by the Legal Committee of the People's Council of Quang Tri province since the beginning of the term. Of these, there are 10 thematic supervisions; 5 supervisions of complaints and denunciations related to the investigation, prosecution, trial, and enforcement of civil judgments in the locality. During the process of monitoring, detecting and recording the limitations and difficulties, the members of the monitoring delegation also directly pointed out the limitations and gave their opinions and suggested measures for the monitored sectors, units and localities to self-adjust and supplement their activities in accordance with legal regulations. The recommendations and proposals after monitoring were sent to the competent authorities at the central and local levels for consideration and settlement according to regulations. The Standing Committee of the People's Council of Thanh Hoa province has good experience in urging the implementation of recommendations after monitoring on the educational career establishment. Through monitoring, many issues arose, such as the annual allocation of the province's career establishment, the arbitrary situation in recruiting and receiving workers; local surplus - shortage of teachers... Based on the recommendations of the Standing Committee of the Provincial People's Council, the People's Committee of Thanh Hoa province directed a review of the current situation of the team of managers and teachers; inspection of the recruitment, reception, mobilization, transfer and contract of teachers and administrative staff in education. As a result, many groups and individuals were disciplined for violations. At the same time, instead of assigning the educational career establishment for the school year to localities at the end-of-year meeting (when schools have gone through nearly half of the school year), it is assigned at the mid-year meeting, before each school year, and specific establishment for each school is built; review, supplement, and amend the norms of teachers/class, students/class at all levels....

It can be affirmed that, from practical activities, the presentations sent to this conference by the Standing Committees of the People's Councils of 6 provinces in the North Central region mentioned quite comprehensively the activities of the Provincial People's Councils on the basis of their functions and powers. In addition to the advantages and results achieved, many provinces will analyze the difficulties and obstacles and raise the need to recommend the National Assembly Standing Committee, the Government, central ministries and branches to study, review, amend and supplement a number of legal and sub-law documents such as the Law on Organization of People's Councils and People's Committees, especially the need to stipulate more specifically the process of supervision, examination, questioning, contacting voters... and measures to ensure and improve the effectiveness of supervision, examination, questioning, contacting voters, creating conditions for People's Councils to operate more effectively, increasingly better meeting the requirements of innovation, improving the quality and efficiency of the activities of elected bodies.
