(Baonghean.vn) - On the morning of September 11, comrade Le Hong Anh - Politburo member, Standing member of the Party Central Committee Secretariat attended and spoke at the ceremony to celebrate the 85th anniversary of Nghe Tinh Soviet Day (September 12, 1930 - September 12, 2015).

Comrade Le Hong Anh's speech reviewed the heroic historical years of our people in the 1930-1931 revolutionary movement, the peak of which was the Nghe Tinh Soviet, affirming that the Nghe Tinh Soviet movement is one of the golden pages of history with profound historical significance and lessons for our Party. Comrade Le Hong Anh also acknowledged the achievements in socio-economics, national defense and security that Nghe An province has achieved in recent years, and emphasized four orientations to soon turn Nghe An into a fairly comprehensive province of the Northern region, worthy of being the heroic Soviet homeland.

Today, in the joyful and proud atmosphere of the historic September days, I am very moved to return to the beloved homeland of Uncle Ho to join the Party Committee and people of Nghe An province in attending the 85th anniversary of Nghe Tinh Soviet Day, September 12, 1930 - September 12, 2015.

On behalf of the Party and State leaders, I respectfully send to the veteran revolutionaries, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, and all delegates, compatriots, and comrades my warmest regards and best wishes.

Dear compatriots and comrades!

These years, 85 years ago, our country was immersed in the dark night of slavery, our people suffered from the oppression and misery of colonialism and feudalism. The French colonialists implemented extremely harsh exploitation policies, the lives of our people, especially workers and peasants, were extremely miserable. The demand for national liberation and class liberation was raised as a historical necessity. In that context, the Communist Party of Vietnam was born, marking a great turning point in the political life of our people. Under the leadership of the Party, the revolutionary movement of 1930 - 1931 took place in many localities, the peak of which was the Nghe Tinh Soviet. Despite the fierce repression of the French colonialists, workers and farmers in Vinh - Ben Thuy and some districts of Nghe An and Ha Tinh heroically fought to create the Nghe Tinh Soviet revolutionary movement, which became a brilliant milestone opening the history of the struggle for class liberation and national liberation of our people under the leadership of the Party.

Although the enemy "white terrorized" the movement, suppressed it in a sea of ​​blood, thousands of compatriots and revolutionary soldiers sacrificed and were arrested and imprisoned, the Soviet government only existed for a short time, but the Nghe Tinh Soviet is one of the golden pages of history with profound historical significance and lessons for our Party about our country's revolution, that is:

- The Nghe Tinh Soviet was the first revolutionary movement of the worker-peasant masses organized and led by the Communist Party of Vietnam, marking a fundamental shift from spontaneous struggle to conscious struggle of the Vietnamese workers' movement. The Nghe Tinh Soviet was also a convergence of the indomitable will, patriotism, and revolutionary consciousness of the people of Nghe An, who would rather sacrifice than lose their country or become slaves.

- The Nghe Tinh Soviet movement affirmed the correct revolutionary line of the Party, the leadership capacity of the working class and its vanguard party. It was the first general rehearsal, the beginning of the revolutionary movement leading to the success of the historic August Revolution of 1945. Although the Nghe Tinh Soviet movement did not achieve the desired success, it helped our Party draw out basic issues about strategy, revolutionary methods and useful experiences for the next revolutionary process.

- The Nghe Tinh Soviet left our Party with many profound lessons such as the lesson of building a worker-peasant alliance under the leadership of the Party, strengthening the iron-clad belief that the worker-peasant alliance has the capacity to overthrow the domination of colonialism and feudalism, and build a new, democratic, equitable, democratic, and more progressive social regime. The lesson of building a united national front in revolutionary struggle. The lesson of organizing revolutionary violence to crush counter-revolutionary violence, seize and maintain power. The lesson of building a new-style proletarian party of the working class, building a government of the people, by the people, for the people. The great lesson that covers all is the affirmation of the leadership role of the working class and the vanguard party in the Vietnamese revolution.

Dear compatriots and comrades!

Promoting the tradition of the heroic Soviet homeland, in the following revolutionary stages, especially in the resistance wars for national liberation and defense of the Fatherland, Nghe An has made great contributions to the great victory of the nation, many generations of Nghe An citizens have heroically fought and sacrificed for the independence and freedom of the Fatherland. After the peace and construction of the country, especially in nearly 30 years of implementing the renovation policy, the Party Committee and people of Nghe An province have strived to rise up, contributing with the whole country to successfully carry out the renovation, integration and development, achieving many very important achievements: The economy grew at a fairly high rate, industry, agriculture, services, and trade all had new developments; the economic structure shifted towards industrialization and modernization.

The planning and planning management work has been directed and implemented with attention; infrastructure, especially transportation, irrigation, and electricity, has many outstanding features; urban and rural areas have increasingly improved; industries and industrial products with advantages of the province have been formed. Culture and society have changed positively and made many new advances. Hunger eradication, poverty reduction, and social security have been effectively implemented. Material and spiritual life has been gradually improved, increasingly meeting the people's needs. National defense and security have been ensured, social order and safety have been maintained. Party building work has been strengthened, the political system from the province to the grassroots has been increasingly consolidated and developed, people's mastery has been promoted, democracy in the Party, state agencies, and in society has been implemented with attention and achieved positive results.

Some fields such as education and training, healthcare, banking... of Nghe An province have developed strongly and gradually demonstrated the central role of the North Central region.

However, the development of Nghe An is still not commensurate with the people's demands and desires; some important economic development indicators have not reached the set targets; per capita income is lower than the national average. The growth rate and quality, competitiveness are still low. The planning and construction of socio-economic infrastructure have not kept up with the development requirements. The quality of human resources is still low, the quality of labor has not met the requirements, there is a lack of specialized technical staff, skilled workers, and high-level workers. The leadership capacity and fighting strength of some party organizations and party members have not met the requirements of the task. This reality requires the Party Committee and people of Nghe An to continue to strive for greater heights in the coming time.

Dear compatriots and comrades!

Regarding the direction and tasks in the coming time, I basically agree with the tasks, solutions and goals in the speech of the Provincial Party Secretary. I would like to emphasize some more contents for you to study and direct the implementation:

The first,Nghe An province needs to continue promoting the spirit of the Nghe Tinh Soviet revolution, creatively applying the resolutions and directives of the Central Committee; mechanisms, policies and laws of the State; especially the policies identified in Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020 to focus on exploiting and effectively using all potentials and advantages, developing the economy quickly and sustainably associated with innovation of the growth model, improving the quality and efficiency of the competitiveness of the economy. Promote administrative reform, do a good job of planning, build infrastructure systems, and strongly improve the investment environment to attract domestic and foreign resources from all economic sectors to serve the development of the province.

Monday,Pay attention to performing well the tasks in the cultural and social fields. Effectively carry out the task of hunger eradication and poverty reduction, pay more attention to remote areas, areas with many difficulties, families of war invalids, martyrs, families of policy beneficiaries, people with meritorious services to the revolution, implement social progress and justice in each step of development, in accordance with the capacity and conditions of the province. Continue to develop and improve the quality of education and training, develop human resources comprehensively; improve the quality of medical activities, take care of people's health. Focus on building a culture, people of Nghe An develop comprehensively, meeting the requirements of rapid and sustainable development of the province in the coming time.

Tuesday,Nghe An needs to pay more attention to performing national security and defense tasks, maintaining political security, social order and safety, contributing to protecting the independence and sovereignty of the Fatherland, raising vigilance, proactively fighting to defeat all "peaceful evolution" plots, propaganda, distortions and slanders of hostile forces against our Party and State. Step up the fight against bureaucracy, corruption, waste, criminal offenses and social evils. Timely and effectively resolve people's complaints and petitions; issues related to ethnicity and religion arising in the area, not allowing them to become hot spots and pressing social issues.

Wednesday,In the coming time, focus on directing and successfully organizing the 18th Provincial Party Congress, term 2015-2020. The Provincial Party Committee must invest intelligence, time and effort to do a good job of Party building, building a clean and strong political system. Strengthen and improve the quality of political and ideological education; effectively carry out the study and follow the moral example of Ho Chi Minh in the whole Party and the whole society; prevent and repel the degradation of political ideology, ethics and lifestyle among cadres and Party members. I believe that the Party Committee and the people of Nghe An will continue to promote the tradition of solidarity, strive, grasp opportunities, overcome all difficulties and challenges to make Nghe An a fairly comprehensive province in the Northern region, worthy of being the heroic Soviet homeland, the homeland of the great President Ho Chi Minh.
