(Baonghean.vn) - On the morning of June 5, in Vinh City, under the chairmanship of comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee approved the 28th Party Congress of Nghia Dan district, term 2015 - 2020.

Also attending the meeting were Standing members of the Provincial Party Committee: Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee; representatives of leaders of relevant departments, branches and sectors.

On behalf of the Standing Committee of Nghia Dan District Party Committee, comrade Vi Van Dinh - Secretary of the District Party Committee reported on the implementation results of the Resolution of the District Party Committee, term XXVII and the draft on goals, directions and solutions for the period 2015-2020.

Accordingly, in the period 2010 - 2015, although newly separated and facing many difficulties, the Party Committee and people of all ethnic groups in Nghia Dan district have really strived to rise up, achieved many results and completed many goals and targets set by the 27th Congress.

Comrade Vi Van Dinh - Member of the Provincial Party Committee, Secretary of Nghia Dan District Party Committee presented the draft political report and preparations for the congress.

Total production value reached 6,121 billion 158 million VND, an increase of 26% compared to the Resolution's target; average growth rate: 15.87%; economic structure shifted in a positive direction; budget revenue in the area: 56 billion VND; average added value/person/year: 26.51 million VND; total investment capital in the whole society: 3,566 billion VND...

Infrastructure has developed strongly, especially in the central area and the district administrative area; investment attraction has achieved good results, creating an important foundation for development in the coming time. Culture and society have changed positively, social security is guaranteed. Political security and social order and safety are maintained, no hot spots and complicated complaints and denunciations have occurred for a long time.

Comrade Nguyen Van Do - Director of the Department of Planning and Investment emphasized that Nghia Dan needs to focus on planning work and promote investment attraction in areas where the district has strengths.

Comrade Tran Cong Duong - Member of the Provincial Party Committee - Chief of the Provincial Party Committee Office suggested that Nghia Dan district needs to adjust and raise its targets to match the set goal of becoming the economic center of the Northwest region.

The political system at all levels has been taken care of, built, consolidated and improved in quality and efficiency of operations. The district Party Committee has continuously achieved the title of strong. The results achieved are gradually forming a new development center of the Northwest region of Nghe An and are the basis for the Central and the province to choose Nghia Dan as the location to build a high-tech agricultural zone. Nghia Dan strives to become a new rural district by 2020.

Comrade Nguyen Xuan Son - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council noted to Nghia Dan district: "Goals, directions and solutions need to follow more closely the Central and provincial orientations on building high-tech application areas in agricultural production according to Resolution 26/NQ-T.U".

The report also pointed out a number of weaknesses and limitations, namely: Low economic growth rate; slow economic restructuring; results of implementing the new rural construction program are still low compared to the average of the whole province; social culture is still limited such as: quality of education, quality of medical examination and treatment has not met the requirements; there are still a number of cadres and party members who have a mentality of waiting and relying; quality of activities and leadership capacity of some party organizations are not high...

Comrade Le Quang Huy - Deputy Secretary of the Provincial Party Committee emphasized that Nghia Dan needs to pay attention to environmental protection in the process of economic development.

At the working session, comments on the assessment of the actual results of the targets of the 27th Congress Resolution, the goals, tasks, and solutions for the coming period emphasized: it is necessary to adjust the draft document to clearly state the tasks and solutions; add solutions on ideological work; it is necessary to summarize the targets; have a key program for the coming period...

Comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee requested Nghia Dan to build many economic models to promote better and more effectively the potential and strengths of the district.

Concluding the meeting, comrade Ho Duc Phoc - Secretary of the Provincial Party Committee highly appreciated the preparations for the congress of Nghia Dan district; as well as the results that the Party Committee and people of all ethnic groups in Nghia Dan district have achieved in the past term. The district needs to widely launch the emulation movement of labor and production towards the congress among the entire population; do a good job of ideological work, solve arising problems; do a good job of security, social order and safety.

Regarding the content of the document, the Provincial Party Secretary requested that Nghia Dan needs to review to set out targets that are commensurate with the potential, position, and development orientation of the district; regarding goals and directions, it is necessary to calculate to effectively promote the advantages of traffic hubs and land; must develop in the direction of high-tech agriculture with a closed production process. Nghia Dan needs to build key programs such as: high-tech agricultural application program; livestock and poultry farming development; essential infrastructure investment; new rural construction; human resource training; hunger eradication and poverty reduction, and economic model building./.
