Provincial Party Committee approved the Vinh City Party Congress for the 2015 - 2020 term

(Baonghean.vn) - On the afternoon of June 19, under the chairmanship of comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee approved the 23rd Vinh City Party Congress for the 2015-2020 term.

Attending the meeting were comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council, comrade Dinh Thi Le Thanh - Member of the Provincial Party Committee Standing Committee - Vice Chairman of the Provincial People's Committee, comrades in the Provincial Party Committee Standing Committee; representatives of leaders of relevant departments, branches and sectors.

The draft political report presented by Comrade Vo Viet Thanh - Secretary of the City Party Committee stated: During the past term, despite many difficulties, the city's economic scale and potential still had quite good development. The average economic growth rate in the period of 2011 - 2015 reached 7.92%/target 16.5%. The average added value per capita/year is estimated to reach 75.52 million VND/target 92.5 million VND by 2015. The economic structure has shifted positively, in line with urban characteristics, towards increasing the proportion of services - trade, reducing the proportion of agriculture. Service and trade activities continue to develop in both scale and quality and gradually become a regional center, investment attraction is given due attention.

Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee suggested that the political report should emphasize the target of building and training a team of successor cadres.

Foreign affairs and foreign economic activities have been innovated and achieved high efficiency. The education network has developed strongly, basically meeting the learning needs of children in the city and the region.... During the past term, Party committees at all levels have innovated leadership methods, improved the quality of activities of grassroots Party organizations; Party principles and regimes have been ensured; and the management of cadres and Party members has been strengthened.

Comrade Nguyen Xuan Son - Member of the Provincial Party Standing Committee - Vice Chairman of the Provincial People's Council said that the City needs to focus on the criteria for urban network planning management.

However, the draft political report also pointed out some shortcomings and limitations such as: The economy has not made any breakthroughs, growth has not met the targets set by the Congress. Factors to become a regional center for the economic sector are not clear. Highly competitive products have not been formed. Attracting investment for economic development projects is still limited. Planning and land management are not good, there are still violations and violations of the law; urban order and environmental sanitation still reveal many limitations that are slow to be overcome; the urban landscape is not really green, clean and beautiful; the progress of basic construction of some works and projects is still slow, site clearance has not met development requirements; the network of schools and classes has not met requirements, especially at the preschool level; the number of national standard schools has not met the targets of the Congress; the quality of medical examination and treatment in some hospitals has not met the service requirements of the people. The leadership capacity and fighting strength of some grassroots Party organizations are not up to par with political tasks; the management of cadres and Party members in some places is not strict; the planning, training and fostering of cadres still lacks strategy, especially for the next generation of cadres.

Comrade Nguyen Huu Lam - Member of the Provincial Party Standing Committee - Head of the Provincial Party Organization Committee requested Vinh City to focus on and promote urban beautification work.

Concluding the working session, comrade Ho Duc Phoc requested: Vinh City Party Committee needs to continue to improve the leadership capacity and fighting strength of the Party, strengthen solidarity, unity, innovation and development... In the political report, it is necessary to raise the economic growth target; emphasize the application of science and technology in production and business; pay attention to tourism development; focus on the target of building infrastructure with many resources. At the same time, the City needs to closely follow 10 key tasks to build a suitable action program, have a strategy to build and train staff at all levels to create a breakthrough in leadership and direction; pay attention to urban beautification, need to have a plan in urban planning management towards a modern civilized city worthy of the economic - cultural center of the North Central region.
