A fan, believed to be from Hai Phong, declared on Facebook to protest the VFF's ticket distribution: "We don't have money to buy black market tickets, but we are ready to send 50 flares for the next match, which is prohibited for spectators. For the next match, VFF will issue enough 40,000 tickets. Let's form a flare team on November 16."

Not long ago, the Asian Football Confederation imposed a fine of up to 12,500 USD on VFF because a fan set off flares during the match between Vietnam Olympic and Korea Olympic at the 2018 Asian Games. Remember in 2017, AFC fined VFF 10,000 USD because a Vietnamese fan set off flares at the Cambodian National Stadium in the 2019 Asian Cup qualifiers (Cambodia 1 – 2 Vietnam).
AFC also warned that if Vietnamese fans re-offend in international matches, they will be punished more severely and in fact, they have increased the fine for the recent incident.
