Carrying out the tasks of labor, meritorious people and social security in 2013 in the context of the world economy and the country having recovered, production and business of enterprises in our province still face difficulties, natural disasters and epidemics are complicated; many mechanisms and policies of the Party and State have just been issued, directly related to the lives and interests of the people, requiring timely implementation.Faced with that situation, the Department of Labor, Invalids and Social Affairs proactively researched, promptly advised, and submitted to the Provincial Party Committee to issue 02 directives; the Provincial People's Committee issued 6 decisions, 7 plans and dozens of guiding documents to direct the implementation of tasks in the sector's fields of work, contributing to concretizing the Party's guidelines and the State's legal policies in the province.

In order to effectively resolve policies and regimes, without creating hot spots or causing public outrage, the leaders of the Department of Labor, Invalids and Social Affairs determined that the first thing to do is to rectify the working style of the department's officials, civil servants and employees. The director of the department has issued additional regulations and documents requiring specialized departments and branches under the department to review the contents, fields and procedures for implementing the one-stop transaction mechanism. Specific tasks are set out as follows: The Department of Meritorious People builds procedures, records, processes and time to resolve work contents: transferring regimes for meritorious people, issuing and exchanging certificates of war invalids, sick soldiers, and martyrs' families; the Department of Social Protection builds procedures, records, processes for reviewing records, and receiving social beneficiaries into social protection facilities; The Vocational Training Department develops procedures, documents, processes and time for processing the issuance of licenses for registration of vocational training activities, issuance of licenses for registration of additional vocational training activities; the Department of Labor - Employment - Wages - Social Insurance develops procedures, documents, processes and time for processing the registration of collective labor agreements of enterprises, registration of labor regulations of enterprises... With the consensus of the collective leadership, the specialized departments have directly researched and reviewed the fields to specifically determine what needs to be put into implementation according to the one-stop mechanism, the method, and time for processing...
During the implementation process, at the "one-stop" department as well as the specialized departments of the department, cadres, civil servants and employees must wear civil servant badges with their full names and positions so that people can easily contact them. According to comrade Nguyen Bang Toan - Director of the Department of Labor, Invalids and Social Affairs, "Wearing civil servant badges helps people know the names and positions of cadres and civil servants when doing transactions. Through that, people can monitor and supervise the work they are doing. From there, raising the awareness and responsibility of cadres when directly handling work for citizens. Work efficiency has also been significantly improved. Previously, there were jobs that took 2-3 days to complete according to the document process, but now they can be completed in one session. Thanks to that, in the last months of 2013, there were almost no cases of citizens coming to inquire about regimes and policies at the citizen reception sessions of the province."
At the end of 2013, when implementing Ordinance 04/QH of the National Assembly and Decree 31/ND-CP of the Government on adjusting and supplementing preferential regimes for people with revolutionary contributions for more than 85,000 subjects in the whole province, in a short time there were no complaints or lawsuits. As a result, the regime of serving Vietnamese Heroic Mothers was transferred to 28 cases; monthly allowances for revolutionary activists and resistance fighters captured and imprisoned by the enemy were 488 cases; worship allowances for relatives of martyrs were 31,014 cases and 10,101 resistance fighters infected with toxic chemicals... Social protection work was effectively implemented, timely payment of allowances in the community for 123,029 subjects, with a total implementation cost of 314.99 billion VND. The implementation of subsidy policies for beneficiaries has been innovated in management, ensuring fairness, transparency, and reducing inconvenience for beneficiaries.
The Department of Labor, Invalids and Social Affairs also strengthened the inspection, supervision and close monitoring of the implementation and organization of tasks at the grassroots level. In 2013, the Department established 7 inspection teams led by department leaders to inspect the implementation of vocational training, poverty reduction and policies for meritorious people and social protection in the province. Clearly identify the key, urgent, sensitive and urgent contents and tasks related to the political tasks of the sector and the interests of the people and subjects to focus on directing implementation such as: payment management, increase and decrease, settlement of outstanding policies for meritorious people, job creation, labor export, hunger eradication and poverty reduction policies, vocational training, labor safety; well implement the assignment, decentralization and coordination with all levels, sectors, socio-political organizations from the province to the grassroots level in the political system for implementation.
It can be said that, although it is a unit operating in many complicated and difficult fields, thanks to the attention paid to building the apparatus and staff of labor, war invalids and social affairs from the province to the grassroots level; simplifying administrative procedures; advising and issuing appropriate documents, close to the practical conditions in the locality and effectively implementing the policies and guidelines of the Party and the State, the labor, war invalids and social affairs sector has contributed to the good implementation of social security tasks in 2013, together with the Party Committee and people of the province, successfully implementing the goals set forth by the Resolution of the 17th Provincial Party Congress and the 11th National Party Congress.
