Information about the support for building a solidarity house for Ms. Nguyen Thi Van was sent by citizens of Xuan Tuong commune to Nghe An Newspaper in mid-May 2015. Accordingly, at the end of 2014, Xuan Tuong commune received 50 million VND in support from superiors to build a solidarity house. The commune organized a review and then decided to let Ms. Nguyen Thi Van receive support because she is a poor household; in her house there are 3 disabled people living in a dilapidated, shabby house. However, due to lack of inspection and supervision, the transferred funds were not used for the right purpose of building a house for Ms. Van but were transferred to Mr. Nguyen Doan Quynh (Ms. Van's son) to build his own house. Currently, Mr. Nguyen Doan Quynh's house has been completed, while Ms. Nguyen Thi Van and her 3 disabled children still live in old, dilapidated houses next to the cow and buffalo pens, living in extreme poverty...

Mrs. Nguyen Thi Van's family lives at the beginning of Hamlet 10, quite close to Highway 46. On Mrs. Van's land, there are currently 3 houses and 1 cow and buffalo barn (the large, newly renovated house is where Mr. Nguyen Doan Quynh and his wife live; the old, low, small, 2-room house located between the large house and the barn is where Mrs. Van and her disabled son Nguyen Doan Dan and her eldest daughter Nguyen Thi Huyen live; behind the garden, a small house built on a log cabin and roofed with cement is where her disabled daughter Nguyen Thi Toai lives). When we arrived, Mrs. Van was not home. When asked, her daughter-in-law, Le Thi Sen (wife of Mr. Nguyen Doan Quynh), answered: "She lives downstairs". Visiting the place where Mrs. Van and her disabled children live, it was extremely miserable: the house was very low, the walls were crumbling, and the ceiling was covered with spider webs. Inside the house, there were 3 small wooden beds; a chicken coop and other dirty, dusty odds and ends.

Regarding Mrs. Nguyen Thi Van's family situation, most households in the hamlet know quite well. According to a commune official, residing in hamlet 10, in terms of household registration papers, Mrs. Van is the head of a family of 11 people. However, due to separate living expenses (separate meals, separate living), Mrs. Van's family is divided into 3 small households, including: the family of Mr. Nguyen Doan Quynh and his wife; Mrs. Van and her 2 disabled children, Nguyen Doan Dan and Nguyen Thi Toai; and her eldest daughter, Nguyen Thi Huyen. Because of her extremely difficult family situation, in previous years, Mrs. Van often received attention and help from the commune government, mass organizations, hamlet executive committee and people; every year, the people of hamlet 10 always consider Mrs. Van to enjoy the poor household policy.

However, after the construction of the solidarity house, the people of Hamlet 10 no longer agreed to put Ms. Van on the list of poor households... Mr. Phan Xuan Dong - Chairman of the Commune Red Cross Society said that when everyone in the hamlet heard that Ms. Van received support to build a solidarity house, they were all excited and happy for her. However, after that, seeing Mr. Nguyen Doan Quynh repairing his own house, while Ms. Van still lived as before, they were very indignant. Mr. Phan Xuan Dong said: "Regarding life, Mr. Quynh and his wife and children eat and live separately; Ms. Van and her disabled children eat and live separately. When there was support funding, we suggested that a separate house should be built for Ms. Van and her disabled children, so that when she passed away, her disabled children would have a house to live in. However, we do not understand why the house construction was carried out like that...". According to Mr. Loi, because they were not assigned the task of supervising the construction, the hamlet executive committee only provided advice and suggestions. "I think that if there is close supervision, the support funds will be used for the required purposes..." - Mr. Dang Ba Loi said.

Finding out, the funding source for building a solidarity house for Ms. Nguyen Thi Van was supported by the Fatherland Front Committee of Thanh Chuong district. The selection of beneficiaries to support the construction of a solidarity house was carried out by the commune's policy committee; and Ms. Van was selected to ensure that the beneficiaries were in need of housing. Discussing Ms. Van's current "living" situation, the commune's leaders had different assessments. With Ms. Nguyen Thi Lien - Chairwoman of the Fatherland Front of Xuan Tuong commune, there is nothing to discuss. Because as Ms. Lien said: "Ms. Van is the head of the household, the support fund has been handed to her. How she uses it is up to her, no one can decide for her. When asked, Ms. Van replied that the repaired house is hers. The fact that she is still living with her mentally ill children is because she wants it. I also live next door to Ms. Van so I know. Don't be quick to criticize, only when you are in that situation can you understand the difficulties of others...". Meanwhile, Mr. Hoang Ngoc Hung - Chairman of the Commune People's Committee said: "The funds have been given to the right recipients. However, the goal of changing housing conditions for Ms. Van has not been achieved yet...".

Currently in Xuan Tuong commune, there are up to 10 families in need of housing support, of which Mrs. Van's household is the most disadvantaged, so it has been given priority for selection. The wish of the philanthropists and the Fatherland Front of Thanh Chuong district is that the support fund will contribute to changing Mrs. Van's living conditions. From the reality of Mrs. Van's life and that of her disabled children, and with the information obtained from relevant parties, it can be seen that the source of money to build a solidarity house for Mrs. Nguyen Thi Van has not achieved its intended purpose, which is correct. And the citizen's reflection to Nghe An Newspaper about the lack of inspection and supervision by the Xuan Tuong commune government is well-founded. In this matter, Mr. Nguyen Doan Quynh is the one to blame.

As a son and an older brother, when your mother is old and your sisters are disabled, you have the responsibility to take care of them. When you receive financial support, you must see it as the preferential care of society for your family and use it in a moral way. You can discuss with Mrs. Van to repair the house as it is now. But when the house is finished, you need to find a way to change your mother and sisters' living conditions and not let them live in the miserable conditions as they are now. On the part of the government and related organizations of Xuan Tuong commune, although Mrs. Van's family situation is extremely difficult and it is not easy to intervene deeply, it is necessary to see that they have not fully fulfilled their responsibilities. In the face of this incident, there needs to be an impact so that Mrs. Van's family members can correctly recognize the purpose of the support source and soon change the living conditions of Mrs. Van and her disabled children.
