Loose management of land exploitation in Yen Thanh
(Baonghean.vn) In the past 5 years, there have been many illegal land exploitation sites in Yen Thanh. People freely bring in machinery to "cut up" mountains and then sell the land for transportation projects, causing landslides and causing public outrage.
Gam Mountain in Xuan Thanh Commune - Yen Thanh has many precious wood species, and is being submitted to the Government by relevant agencies to be classified as a special-use forest.
However, in recent years, some people have brought in machines to dig, making Gam mountain look like a mess. Mr. Thai Duy T in hamlet 9, Xuan Thanh commune was upset: "Look, they dug dozens of meters deep into the mountain, and next to the cemetery they also dug, there is a risk that many graves will collapse". The asphalt road invested by the Provincial People's Committee over 30 billion VND, connecting Xuan Thanh to Thinh Thanh, has been "chopped up" by overloaded vehicles and seriously degraded. Even the road below the border with Tang Thanh commune has been "frog-jawed" for hundreds of meters, and could collapse at any time. Mr. T added: "Although people have sent many petitions to the commune and district, no one has resolved it. We really hope that the relevant agencies will issue a decision to ban land exploitation in this area". Through investigation, it is known that in this area, there are 3 construction enterprises of Yen Thanh district freely exploiting land and selling it to road construction enterprises.
In Duc Quang hamlet, Duc Thanh commune, bordering Dien Doai and Dien Lam communes in Dien Chau district, people also brought in machinery to dig over a large area of over 3 hectares along the mountainside and the mountain passes. This area belongs to the land area assigned to Mr. Nguyen Manh Dung in Duc Quang hamlet for management. According to the Department of Natural Resources and Environment of Nghe An, in August 2011, the provincial interdisciplinary team came to inspect and discovered the excavator in operation. The subject quickly brought the excavator to Dien Doai commune (Dien Chau) to disperse. On August 31, 2011, the Department of Natural Resources and Environment proposed to assign the Chairman of Yen Thanh district People's Committee to take measures to manage and protect mineral resources; local authorities at the district and commune levels must take full responsibility if illegal land exploitation continues.
However, on November 25, we followed the road of Dien Doai commune (Dien Chau) to Duc Thanh commune (Yen Thanh), and saw excavators still operating in some hamlets. When we asked an excavator owner named Q, why is it still operating here since it is banned, Mr. Q replied: "They are hired to dig ponds?". According to local people's feedback, "digging ponds" is just a disguise, the machines that have long been banned are still operating normally. Could it be that the district and commune could not detect it? Continuing, on November 27, we went to hamlet 9, Xuan Thanh commune (Yen Thanh), where some excavators were still working, and trucks carrying soil were bustling in and out. Not to mention that in Son Thanh commune, an illegal mine has existed for more than 7 years, and people are still digging indiscriminately.
Through this, it can be seen that the mineral management of Yen Thanh District People's Committee has many shortcomings and laxity that need to be rectified.
Transparent
