By 2025, the rate of people participating in health insurance will reach 95%, the rate of the labor force participating in social insurance will reach 26% - 27%. To achieve that goal, it is necessary to have the attention, leadership and direction of the Provincial Party Committee, the Provincial People's Committee and the drastic participation of departments, branches, organizations and the entire political system.

Synchronized coordination

In recent times, with the attention and direction of the Provincial Party Committee - Provincial People's Council - Provincial People's Committee, and the close coordination of departments, branches, sectors and organizations, the implementation of social insurance and health insurance policies in Nghe An province has achieved positive results.

The number of people participating and benefiting from social insurance and health insurance is increasing, and the rights of participants are guaranteed. In particular, there has been a positive change in the awareness of organizations and individuals about the role, responsibility and significance of participating in social insurance and health insurance.

Mr. Hoang Van Minh - Director of the Provincial Social Insurance, said: Determining the participation of Party committees and authorities at all levels is one of the key factors that determine the effectiveness of organizing and implementing social insurance and health insurance policies. Nghe An Social Insurance always attaches special importance to and seeks the attention and support of Party committees and authorities at all levels.

Every year, the Provincial Social Insurance advises the Provincial People's Committee to develop targets for the development of social insurance and health insurance participants, and submits them to the Provincial People's Council for inclusion in the socio-economic development targets; advises the Provincial People's Committee to promptly issue directive documents and organize the implementation of policies and laws on social insurance and health insurance throughout the province.

This is the legal basis for directing all levels, sectors, and organizations to proactively coordinate with relevant levels and sectors to deploy, organize, and implement legal policies on social insurance and health insurance, ensuring the rights of businesses and participants of social insurance and health insurance.

In particular, the establishment of the Steering Committee for the implementation of social insurance and health insurance policies at the provincial level since 2020 has mobilized the drastic participation of all levels and sectors in the implementation of social insurance and health insurance policies in Nghe An.

Since its establishment, the Provincial People's Committee has repeatedly reorganized the Steering Committee to suit the reality, improving its effectiveness and efficiency in operations. The whole province has 21/21 People's Committees of districts, towns and cities that have been reorganized; 460/460 communes, wards and towns have established Steering Committees. At the same time, the Steering Committee's operating regulations have been promptly issued, clearly defining the principles, tasks, powers and working regime of the members. Thereby, the members of the Steering Committee have promoted the strengths of their sectors, contributing to making coordination in implementing social insurance and health insurance policies increasingly practical and effective.

Units: Provincial Police, Department of Labor - Invalids and Social Affairs, Provincial Tax Department, Department of Planning and Investment, Provincial Labor Federation, Provincial Inspectorate, Department of Health, Southeast Economic Zone Management Board have actively and proactively exchanged information and shared data to serve the management, exploitation and development of social insurance participants according to regulations, coordinated with provincial social insurance to strengthen inter-sectoral inspection work, surprise inspections at labor-using units, health insurance examination and treatment facilities to point out violations of the law on social insurance and health insurance; recommended competent authorities to strictly handle according to the law.

The Provincial Party Committee for Mass Mobilization, the Provincial Fatherland Front Committee, the Provincial Party Committee's Propaganda Department, the Department of Information and Communications, the Radio and Television Station, the Farmers' Association, the Women's Union, and the Provincial Post Office coordinate to promote the dissemination of social insurance and health insurance policies.

The Department of Education and Training coordinates in implementing health insurance for students. The Department of Finance coordinates in ensuring the funding source for purchasing health insurance cards for participating groups is guaranteed by the state budget and partially supports the payment.

Determined to achieve the goal

Speaking at the online conference on implementing social insurance and health insurance work in 2024, comrade Bui Dinh Long - Vice Chairman of Nghe An Provincial People's Committee stated:

To complete the 2024 target, towards universal social insurance and health insurance coverage, the Provincial People's Committee requests heads of departments, branches, sectors; Chairmen of People's Committees of districts, cities, towns and units to resolutely, synchronously and effectively implement programs, projects and plans to implement the Resolution of the 19th Provincial Party Congress, the Resolution of the 13th National Party Congress, and the 5-year socio-economic development plan for the period 2021-2025.

Strengthen the activities of the Steering Committee for the implementation of social insurance and health insurance policies at all levels. In particular, attach responsibility to local leaders in implementation, ensuring the completion and exceeding of assigned targets. Regularly coordinate, share and connect information and data between departments and branches to ensure strict implementation of legal regulations on labor, wages and policies on social insurance and health insurance.

To complete the target of social insurance coverage in Nghe An province by 2025 according to the target assigned in the Resolution of the 19th Provincial Party Congress, shorten the gap compared to the national average and get closer to the target set in Resolution No. 28-NQ/TW; On the basis of balancing the local budget, the provincial social insurance hopes that the Provincial Party Committee, People's Council, and People's Committee will pay attention to supporting additional contributions for voluntary social insurance participants in the province in addition to the state budget support level as prescribed.
