"With efforts in the remaining time, it is forecasted that in 2017 we will achieve and exceed all 13 planned targets" - the Prime Minister reported to the National Assembly.

This morning, Prime Minister Nguyen Xuan Phuc reported to the National Assembly on the results of the implementation of the 2017 socio-economic development plan and the 2018 plan.

According to the report, GDP growth in the first 9 months of this year reached 6.41%, estimated for the whole year to reach 6.7%; Average consumer price index in the first 9 months increased by 3.79%, estimated for the whole year at about 4%, core inflation at about 1.6%; estimated for the whole year total budget revenue increased by 2.3% compared to the estimate and increased by 10.1% compared to 2016; deficit of 3.5% of GDP, equal to the level approved by the National Assembly...

Regarding administrative reform, anti-corruption and anti-waste, in the past year, we have focused on directing and handling violations by cadres, civil servants and public employees, including strictly handling a number of leaders and publicly announcing conclusions, creating trust among the people.

Many violations in recruitment and appointment of officials

The Prime Minister also noted that growth quality improvement is still slow; labor productivity is not high; public debt is high, bad debt handling is still difficult, and equitization of divested state-owned enterprises has achieved low results.

Notably, many more investment projects of state-owned enterprises were discovered to be behind schedule, ineffective, loss-making, and lacking in urban development management...

There are also negative manifestations and moral degradation of lifestyle.

Work on ensuring network security and safety is still inadequate; there is no effective solution to overcome the situation of taking advantage of social networks to spread bad and toxic news.

The Prime Minister also noted that law enforcement is still a weak link; discipline and administrative discipline are not strict. The organizational apparatus is still cumbersome; coordination between levels and sectors is not yet effective. Innovation of public service units has not kept up with requirements. There are still weaknesses in personnel work; many violations have been discovered in recruitment and appointment of officials.

Overcoming the situation of avoiding and shirking responsibility

One of the seven tasks and solutions set by the Government next year is to build an effective, efficient, disciplined and disciplined administration; and to promote the prevention and fight against corruption and waste.

Specifically, continue to effectively implement Resolution 4 of the 12th Party Central Committee on strengthening Party building and rectification; prevent and repel degradation in political ideology, ethics and lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Implement Resolution 6 of the 12th Party Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

Innovate working methods and styles, enhance sense of responsibility and spirit of serving the people, especially at the grassroots level; regularly inspect and supervise, promote accountability, and strictly handle violations.

Streamline the organizational structure, reduce staff, clearly define job positions, improve the quality of cadres, civil servants and public employees. Simplify procedures, ensure publicity and transparency, improve processes, shorten time and reduce costs.

The Prime Minister also requested all agencies and units to strictly implement regulations on practicing thrift and combating waste; have mechanisms to inspect, monitor and strictly and publicly handle violations.

At the same time, we must strengthen the prevention, detection, and strict handling of corruption cases; speed up the investigation, prosecution, and trial of serious corruption cases that are of public concern; and recover maximum lost assets.

Regarding solutions to strengthen macroeconomic stability, ensure major balances of the economy, promote production and business, and economic growth, the Government requires focusing on correcting shortcomings and violations in public-private partnership projects, especially BOT and BT projects.
