Ministries give comments on Nghe An province planning dossier for the period 2021-2030, vision to 2050
(Baonghean.vn) - The Ministry of Planning and Investment has just sent a document to the Prime Minister and Deputy Prime Minister on the overall review of the approval dossier and draft Decision approving the planning of Nghe An province for the period 2021-2030, with a vision to 2050.
Accordingly, as of July 25, 2023, the Ministry of Planning and Investment has received review documents from 09/09 Ministries (of which 03 Ministries fully agreed that the Nghe An Provincial Planning dossier was qualified to be submitted to the Prime Minister for consideration and decision).
The Ministry of Planning and Investment synthesizes the review opinions of the Ministries and reports to the Deputy Prime Minister and Prime Minister as follows:
1. In Official Dispatch No. 4313/BCT-KHTC dated July 4, 2023, the Ministry of Industry and Trade has the following comments:
The Ministry of Industry and Trade has sent Document No. 3093/BCT-KHTC to the Provincial Planning Appraisal Council, the opinions of the Ministry of Industry and Trade have been basically accepted and fully explained; requesting to study and update the content of the National Power Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan VIII) approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023, in which it is noted that the capacity scale does not exceed the scale in Power Plan VIII approved by the Prime Minister.
2. In Official Dispatch No. 2375/BTTTT-VCL dated June 22, 2023, the Ministry of Information and Communications has the following comments:
- Move the content on information and communication infrastructure in section 5.6. Information and communication (page 113) to section 7. Postal, telecommunications - information technology infrastructure (page 177).
- Supplement the current status of important telecommunications works related to national security; information technology industry, digital government, digital economy, digital society, smart cities; press, publishing, printing, distribution, grassroots information, electronic information, foreign information... in the province.
- Supplement the development goals of digital government, digital economy, digital society, and smart cities in stages in the province.
- Supplement the development orientation of passive telecommunications infrastructure, mobile information network infrastructure, cable network infrastructure in the direction of shared use and infrastructure sharing; develop synchronously with technical infrastructure (traffic infrastructure, energy infrastructure...) in the province.
3. In Official Dispatch No. 6863/BGTVT-KHDT dated June 30, 2023, the Ministry of Transport commented as follows:
- Regarding the planning of Vinh international airport: The master plan for the development of the national airport system for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023. The detailed indicators of each airport (including Vinh international airport) will be determined in the technical and specialized planning. Therefore, the provincial planning dossier only determines the development orientation indicators according to the master plan for the development of the national airport system for the period 2021-2030, with a vision to 2050, without specifying specific indicators to avoid adjustments and amendments (if any).

- Regarding the planning of dry ports, logistics centers, planning of urban areas, and functional areas around the railway station area in Nghe An province, the Ministry of Transport has commented in Official Dispatch No. 4593/BGTVT-KHDT dated May 5, 2023, but has not been accepted and clarified in the dossier; therefore, it is requested to continue clarifying the above contents.
- Regarding the coastal road: Currently, Nghe An Provincial People's Committee has Document No. 4833/UBND-CN dated June 16, 2023 proposing local adjustments to some sections of the coastal road (Km28+632 - Km32+700, Km37+100 - Km52, Km63-i~300 - Km64+600) passing through Nghe An province. According to the road network planning for the 2021-2023 period, with a vision to 2050 (Clause 4, Section IV of Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister), the coastal road is not planned as a national highway (except for sections that overlap national highways and expressways), so to ensure the synchronous connectivity of this route; the road network planning only determines the connection point between 2 localities, the minimum scale of the route; The route direction will be determined in the provincial planning. Therefore, it is recommended that the People's Committee of Nghe An province review and locally adjust the coastal road sections in the provincial planning to ensure consistency and suitability in spatial allocation, supporting local economic development as a basis for investment implementation.
4. In Official Dispatch No. 5374/BTNMT-KHTC dated July 10, 2023, the Ministry of Natural Resources and Environment has the following comments:
- Request the Planning Agency to fully accept and explain the comments of the Ministry of Natural Resources and Environment in Official Dispatch No. 3392/BTNMT-KHTC dated May 15, 2023.
- On assessment of current status and land use changes:
+ Review the indicators for assessing the current status and changes in land use, and the indicators for assessing the results of implementing land use planning for the period 2011-2020 according to the provisions of Point b and Point c, Clause 7, Article 28, Decree No. 37/2019/ND-CP of the Government.
+ Review and re-check the current land use area data in 2020 of Nghe An province reported by the Provincial People's Committee to the Ministry of Natural Resources and Environment in Report No. 250/BC-UBND dated May 5, 2021 and the data reported in Decision No. 387/QD-BTNMT dated March 2, 2022 of the Minister of Natural Resources and Environment; Nghe An Provincial People's Committee is responsible for the report and the consistency between the records and the field.
+ Regarding the assessment of changes in agricultural land use in Nghe An province: Review to ensure consistency with the analysis and assessment of changes in detailed land types in the agricultural land group, ensuring that it reflects the actual situation and is consistent with the results of land statistics and inventories over time, and is consistent between records and the field.
- Regarding water resources management: Review and supplement the list of works for regulating, exploiting, using, storing and developing water resources to comply with the provisions of Article 28, Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government.
- Regarding environmental protection plan:
+ Supplement information on hazardous waste treatment facilities operating in the area (for example, Nghe An Environmental Treatment Joint Stock Company has been granted a Hazardous Waste Treatment License by the Ministry of Natural Resources and Environment); in case it is not suitable with the new planning orientation, there must be a transition plan, regulations and a roadmap for relocating hazardous waste treatment facilities to the planned centralized waste treatment areas in Nghe An province.
+ Review and adjust the content of collection, transportation and treatment of domestic solid waste in accordance with the requirements of classification of domestic solid waste in households and individuals according to regulations of law on environmental protection.
+ Supplementing a roadmap for converting waste treatment technology from landfill to advanced, modern technology (no direct landfill) and a roadmap for renovating and restoring the environment of unsanitary or closed landfills in Nghe An province.
+ The planning of 18 factories (areas) for the treatment of domestic solid waste, hazardous waste, and ordinary industrial solid waste in the province is very difficult to attract investors using modern technology (treatment of domestic solid waste combined with energy recovery). Consider adding information on the scale, capacity, expected technology, and waste reception scope of the centralized waste treatment areas to Appendix IX.
- Regarding the plan for nature conservation and biodiversity: Adjust the content according to the provisions of Clause 9, Article 28, Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government; at the same time review to agree with national-level plans.
- Regarding the plan for land allocation and zoning by functional areas and the plan for land allocation by 2030 by district-level administrative units:
+ Land use targets of Nghe An province by 2030 currently have 03/25 land use targets determined to be lower in area than the national allocation targets, in which land with historical and cultural relics decreased by 60 hectares, land for dumping and waste treatment decreased by 62 hectares, land for energy projects decreased by 1,408 hectares; request to clearly explain the basis for the reduction of these 03 types of land.

+ Review and determine the area of land types that need to be recovered to implement works and projects using land for purposes in accordance with the provisions of Article 61 and Article 62 of the Land Law and the area of land types that need to change purposes during the planning period specified in points a, b, c, d and e, Clause 1, Article 57 of the Land Law.
+ Clearly supplement the item on determining the unused land area put into use during the planning period for each district-level administrative unit according to the provisions of Point g, Clause 7, Article 28, Decree No. 37/2019/ND-CP dated May 7, 2019.
+ In Resolution No. 10/NQ-HDND dated May 5, 2023 of the People's Council of Nghe An province approving the Planning of Nghe An province for the period 2021-2030, with a vision to 2050, it clearly stated the plan to recover, change land use purposes, and put unused land into use, specifically: "For non-agricultural land, convert 3,088 hectares of non-agricultural land to agricultural purposes", however, this content is not included in the summary report. Therefore, it is proposed to clarify the conversion of the area of 3,088 hectares of this type of land, detailing the area to each district-level administrative unit.
- Recheck the data on the area to be recovered and the area to be converted to land use purposes during the planning period to ensure that it is appropriate, logical, consistent and in accordance with regulations, specifically: on page 767 of the planning report, clearly state the area of land types to be recovered to each district-level administrative unit; on page 768 of the planning report, revise and clearly state the area of land types to be converted to land use purposes to each district-level administrative unit.
- Regarding Functional Areas: Explain and clarify the basis for establishing and proposing land areas for forestry areas, tourist areas, urban areas, commercial - service areas, rural residential areas, etc.
- Regarding the additional provincial land area: The land use indicators under the authority of the Provincial People's Committee to determine additional indicators during the provincial planning process must not affect the national land use indicators allocated; review the works and projects during the planning period to ensure that they do not exceed the land use indicators or are lacking, causing impacts on the local socio-economic development. Contents related to land must comply with the provisions of the land law.
- The proposal to add an increase or decrease in land use targets compared to the land use targets allocated by the Prime Minister will change the targets of the National Land Use Planning for the period 2021-2030, with a vision to 2050 and the 5-year land use plan (2021-2025). This content has been directed by the Prime Minister in Official Dispatch No. 360/CD-TTg dated May 2, 2023 on the results of implementing the assigned land use plan targets; Synthesize land use indicators that need to be adjusted in the land use planning until 2030 and the land use plan until 2025: “Based on the land use indicators allocated by the Prime Minister in Decision No. 326/QD-TTg dated March 9, 2022, review and evaluate the implementation results (including: occupancy rate of industrial parks, clusters, economic zones, high-tech zones; land use rate for production and business purposes, infrastructure development...), in case the land use demand arises (increases, decreases) compared to the land indicators allocated by the Prime Minister, clarify the basis, legal basis, and reasons for the proposal to adjust, increase, or decrease land use indicators associated with investment projects; at the same time, provide data, documents, and legal records to specifically justify each land use indicator that needs to be adjusted and report to the Ministry of Natural Resources and Environment for synthesis and reporting. Prime Minister. On that basis, the Ministry of Natural Resources and Environment shall preside over and coordinate with relevant ministries and branches to synthesize and advise the Government to submit to the National Assembly for consideration and adjustment of the National Land Use Plan for the period 2021-2030, with a vision to 2050, and the National Land Use Plan for the 5 years 2021-2025 at the October 2023 session.
- Review data on land area to ensure consistency between the table and the explanation; unify data in the summary report and draft Decision before submitting for approval.
- The People's Committee of Nghe An province is responsible for reviewing the contents of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 in accordance with the provisions of law, ensuring the close consistency of the Provincial Planning dossier for the period 2021-2030, with a vision to 2050, including: Information, data, tables, land use indicators, maps, provincial planning database and the summary report of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 in accordance with regulations.
- Regarding the plan for developing natural disaster prevention infrastructure: It is proposed to add an appendix stating the locations of investment points and upgrading the landslide prevention system, because the content "c) Investment and upgrading the landslide prevention system" states to invest and upgrade the landslide prevention system at 113 points and areas...", however, in the summary report there is no appendix stating the locations of these points (page 741).
5. In Document No. 3110/BXD-QHKT dated July 18, 2023, the Ministry of Construction commented as follows: Supplementing the current situation of urban flooding (especially Vinh city), as a basis for assessing the impact of flooding on socio-economic development and proposing drainage projects to the Priority Investment List.
In addition, the Ministry of Planning and Investment also gave specific comments on the contents of the planning report of Nghe An province: Layout and planning content; arrangement of administrative units at district and commune levels; current status of industrial park development; direction of service industry development; plan for developing fishing port system, anchorage area to avoid storms for fishing boats; plan for developing power supply network; plan for developing industrial park; plan for developing economic zone; Thanh Thuy Economic Zone; plan for organizing urban system; plan for developing cemetery...
