Key relics in Nghe An pay more than 25 billion VND in donations through the State Treasury
(Baonghean.vn) - According to a report by the Department of Culture and Sports, in 2022, through statistics from 5 key relics with revenue managed by localities, the total amount of money from donations submitted by these establishments to the State Treasury was more than 25 billion VND.

Among these, Ong Hoang Muoi Temple (Hung Nguyen District) has the largest amount of donations sent to the State Treasury with more than 17.5 billion VND. Following that is Con Temple (Hoang Mai Town) with more than 5.5 billion VND, Hong Son Temple (Vinh City) with more than 1.3 billion VND, Qua Son Temple (Do Luong District) with more than 1.1 billion VND, Bach Ma Temple (Thanh Chuong District) with more than 200 million VND.

According to the representative of the Heritage Management Department (Department of Culture and Sports), before 2020, the amount of donations that the above relics submitted to the State Treasury mostly reached over 10 billion VND/relic. However, since 2020, due to the impact of the Covid-19 epidemic as well as regulations on epidemic prevention, religious activities have been limited, festivals associated with relics have not been organized, so the revenue from donations of the relics has decreased sharply.
In 2022, among the above relics, only Ong Hoang Muoi Temple will hold a festival in the 10th lunar month, when the Covid-19 epidemic has been controlled, while the early spring festivals associated with the relics of Con Temple, Hong Son Temple, Qua Son Temple, and Bach Ma Temple will not be held because the epidemic is complicated.

Regarding the Qua Son Temple relic (Do Luong district), according to Mr. Nguyen Kim Nam - Head of the Department of Culture and Information of Do Luong district, in addition to the impact of the Covid-19 epidemic, from 2020 to the end of 2022, the temple was in the process of being repaired and embellished according to the Project for Preservation and Restoration of the Qua Son Temple Historical and Cultural Relic, Do Luong district approved by the People's Committee of Nghe An province in Decision No. 3771/QD-UBND dated September 25, 2019, so the amount of donations paid through the State Treasury in 2022 only reached 1.1 billion VND. During the process of renovating the temple, charitable organizations and individuals supported and contributed to the construction of the temple in kind and labor with a total value of more than 70 million VND out of a total investment of more than 77.6 billion VND.

According to Circular 04/2023/TT-BTC issued by the Ministry of Finance on January 19, 2023, guiding the management and financial collection and expenditure for festival organization and donation money, sponsorship for relics and festival activities, relics must open a deposit account at the State Treasury or a commercial bank to reflect the receipt, management and use of donation money, sponsorship for relics and festival activities in the form of bank transfer and electronic payment methods.
For cash receipts, assign a person to receive them and open a book to record the total amount of money received. For money in the donation box (if any), periodically count it daily or weekly and record the total amount of money received; amounts of money that are not placed in the right place or are not suitable for the implementation of civilized lifestyle at the relics are collected for counting or put into the donation box for general counting. For cash that is temporarily unused, deposit it into an account opened at the State Treasury or a commercial bank to ensure safe and transparent management of donations and sponsorships for the relics and festival activities that have been received.
According to the Department of Culture and Sports, up to now, key relics with large revenue sources in Nghe An have opened deposit accounts at the State Treasury to receive, manage and use donations and sponsorships.
