Up to now, after more than 5 months of construction, 70% of the work has been completed. However, the construction unit has not yet reinforced 30% of the roof. Therefore, when there is heavy rain, high tides do not have a concrete roof to protect it, causing erosion and easily leading to dike failure.

Faced with that situation, the inspection team assigned the People's Committee of Quynh Tho commune to prepare plans to relocate 246 households in low-lying areas, close to the dike, to high-rise buildings, the commune People's Committee headquarters, and local schools. At the same time, prepare storm-proof conditions according to the "4 on-site" motto.

13 o'clock, the center of the tropical depression is located at about 19.7 degrees North latitude; 106.4 degrees East longitude, right on the coastal waters of the provinces from Thai Binh to Thanh Hoa. The strongest wind near the center of the tropical depression is level 7 (50-60km/hour),level 9. Radius of strong winds from level 6, gusting from level 8 or higher is about 100km from the center of the tropical depression.

Forecast for the next 12 hours,The tropical depression moved westward, traveling 10-15km per hour, entering the mainland provinces from Thai Binh to Nghe An, then weakened into a low pressure area. At 01:00 on October 15, the center of the low pressure area was at about 19.9 degrees North latitude; 104.0 degrees East longitude, over the upper Laos region. The strongest wind in the center of the low pressure area decreased to below level 6 (below 40km/hour).

Danger zone in the next 12 hours(strong wind level 6 or higher, gusts from level 8 or higher): Gulf of Tonkin, from latitude 18.5 to latitude 21.0 degrees North. All vessels operating in the danger zone are at high risk of being affected by strong winds.

Strong winds and big waves at sea:Due to the influence of the weakening tropical depression from storm No. 7, in the Gulf of Tonkin (including Bach Long Vy island district) there are strong winds of level 6-7,level 9; rough sea. Waves 2-4m high.

The total rainfall for the entire period is likely to reach: 100 - 200mm/period, some places over 200mm/period.
