From September 19-22, due to the impact of storm No. 4, Nghe An will experience widespread heavy rains, along with hydropower plants that may discharge floodwaters, causing a high risk of flooding in localities downstream of Lam River. Due to the terrain characteristics, residential areas are located close to the foot of Thien Nhan mountain, so there is a risk of prolonged heavy rain causing landslides, affecting the safety of people's lives and property. Therefore, from the morning of September 19, the government of Thuong Tan Loc commune (Nam Dan) established an inspection team to grasp the flood and storm situation.
Through inspection, it was found that there are currently 6 hamlets with households facing the risk of landslides: Thanh Tan, Thien Tan, Phuc Loc, Dai Loc...
Mr. Nguyen Canh Loc, Chairman of Thuong Tan Loc Commune People's Committee, said: "After grasping and assessing the situation, the inspection team went to the households to propagate, mobilize and disseminate the evacuation plan when an emergency situation occurs. Accordingly, nearly 200 households agreed with the commune's plan, when there is prolonged heavy rain, they will proactively evacuate to relatives' houses for shelter. At the same time, the commune thoroughly instructed the 4 local forces of the hamlets to be on duty, ready to respond when necessary."

Currently, in the past 2 days, the rain in Thuong Tan Loc commune has been relatively light, the Lam River has risen but not to an alarming level. For the crop areas: pumpkin, corn... outside the field, people are taking advantage of the light rain to harvest. Inside the field, people are dredging ditches, clearing the flow...

Located next to Lam River and a branch of the downstream La River of Duc Tho District (Ha Tinh), Trung Phuc Cuong Commune (Nam Dan) is a key flood area. Every year, the locality experiences 3-4 storms and frequent floods. When the storms and floods reach level 2, the areas of Quang Thai, Dong Tho, Duong Pho, and Phuong Kieu hamlets will be flooded 1-1.5m deep, completely isolated.
Proactively responding to the extremely complicated developments of storms and floods this year, Trung Phuc Cuong commune previously established a plan to prevent and combat natural disasters and floods; instructed hamlets to establish sub-committees for natural disaster prevention and control and search and rescue at the hamlet level, and develop a plan to respond promptly when storms and floods occur; announced the phone numbers of members of the Natural Disaster Prevention and Search and Rescue Committee so that people can know when an incident occurs and call the members directly for timely rescue advice...

Mr. Nguyen Van Hoa, Vice Chairman of Trung Phuc Cuong Commune People's Committee, said: "On the morning of September 19, when there was information that storm No. 4 would make landfall in our country, there was heavy to very heavy rain in Nghe An, the commune established a team to inspect and grasp the situation. At the same time, contact Khanh Son commune to evacuate people to a safe place when flooding occurs. Currently, the commune is ensuring safety, nothing unusual has happened."

Localities along the Lam River such as Do Luong, Thanh Chuong, Nam Dan, Hung Nguyen, etc. often face the risk of flooding when there is heavy rain and hydroelectric dams discharge floodwaters. Therefore, the propaganda work to always keep people vigilant to respond to complex weather developments, to avoid unexpected events is always of interest to localities. People also have experience in preparing food, provisions, and backup lighting when floods occur in the area.

With the motto of "4 on-site", localities should proactively provide resources and means (motorized ferries, small plastic boats, three-plank boats, life buoys)... for the shock force to prevent, combat and overcome natural disasters; arrange forces to control, guide and regulate traffic at some culverts, spillways, deep flooded areas, and ferry piers; advise people not to fish or collect firewood...
Mr. Nguyen Dinh The, Head of the Department of Agriculture and Rural Development of Nam Dan district, said: "The most important tasks in the natural disaster prevention plan are dike protection, landslide prevention, evacuation and search and rescue, all of which are meticulously, detailedly and scientifically developed. When floods occur, they will be based on the developed scenario and approved plan to be implemented, not to be confused or passive."
