Localities hold district People's Council meetings
(Baonghean.vn) - On July 16, districts and towns in the province opened People's Council meetings to summarize the socio-economic situation, national security and defense in the first 6 months of the year and deploy plans for the last 6 months of the year, deciding on a number of important issues within the authority of the People's Council.
On the morning of July 16, Thanh Chuong district opened the 13th session of the 18th district People's Council.
Attending the meeting from the province were Mr. Tran Van Mao, Standing Member of the Provincial People's Council; Ms. Le Thi Tam, National Assembly Delegate - Provincial People's Council; delegates representing the Provincial People's Council Committees.

At the opening session, delegates listened to 19 reports; heard announcements on the activities of the district Fatherland Front in participating in government building, opinions and recommendations of the Fatherland Front to the People's Council, delegates and the District People's Committee; listened to the People's Committee's Report on approving the State budget revenue and expenditure in 2014.
The conference listened to Ms. Le Thi Tam, National Assembly Delegate - Provincial People's Council report on the results of the 14th session - Provincial People's Council term XVI.

Over the past 6 months, thanks to the high concentration of leadership and direction of the district and the efforts of the entire population, the implementation of the socio-economic plan of Nam Dan has still achieved relatively comprehensive results in all fields. The total production value is estimated at 3,026 billion VND, reaching 56.27% of the plan, up 17.22% over the same period in 2014. The economic structure has shifted in the right direction, reducing the proportion of the agricultural sector, increasing the proportion of the industrial-construction and service sectors; budget revenue has met and exceeded the planned target.
The implementation of the National Target Program on New Rural Construction has had many positive changes, investing and upgrading many infrastructure works with a total capital investment of over 63 billion VND, of which the people contributed 13 billion 764 million VND and 4,050 working days. There were 191 households voluntarily donating 5,305 m2 of garden land to build new rural infrastructure works, creating momentum to help communes continue to speed up construction progress.
The socio-cultural sector has many positive changes, the quality of education at all levels has been continuously improved, with one more school recognized as a level 2 national standard school; population and family planning work has been effectively implemented, medical examination and treatment, and public health care have had many positive changes, social security policies have been directed and effectively implemented, especially policies for children, the disabled and poor households. Political security has been maintained, social order and safety have been basically guaranteed.
Based on the results and limitations and weaknesses in the implementation of the state plan for the first 6 months of the year, in the afternoon of the same day, the meeting held a group discussion to discuss solutions to strive to complete the socio-economic plan for the whole year of 2015, especially striving to have 6 more communes achieve 19 new rural criteria, 7 communes achieve 15-17 criteria, and the remaining 6 communes achieve 12-15 criteria in 2015.

The meeting heard a report on the results of the 14th session of the 16th Provincial People's Council; a summary report on the implementation of the socio-economic development plan, national defense and security in the first 6 months of 2015 of Que Phong district.
Regarding the economy, the growth rate in the area is estimated at 8.3%, of which the district-managed sector accounts for 6.2%, agriculture, forestry and fishery accounts for 4%; industry and construction accounts for 7.3%; and services account for 9.14%. The report also raised issues related to investment and basic construction; industrial, commercial, credit and service activities; natural resources and environment work; and financial and budget management of the district.
In the cultural and social fields, there has been progress; national defense and security have been maintained; foreign affairs and military work with border districts of Laos have been well done.
Some key tasks that need to be focused on in the last 6 months of 2015: Continue to fully and flexibly implement solutions to direct and implement the 2015 plan. Direct the summary and assessment of the implementation of the socio-economic plan and budget estimate for 2015, and develop the 2016 plan. Develop a medium-term public investment plan for 2016 - 2020 in a timely and quality manner; supplement the socio-economic plan for 2010 - 2020 to submit to the province for approval and adjustment. Effectively implement the projects in the Resolution of the District Party Congress for the 2015 - 2020 term.
At the opening session, the conference heard a summary report on the results of implementing voters' opinions and recommendations at the 10th session; submissions requesting approval of the Resolution on continuing to carry out the tasks of socio-economic development, national defense and security in the last 6 months of 2015; submissions requesting approval of the Resolution approving the 2014 state budget settlement, the audit report of the Legal Committee, the Socio-Economic Committee of the District People's Council, heard the announcement of the Chairman of the District Fatherland Front Committee on participating in government building, recommendations and proposals sent to the People's Council, People's Committee and People's Council delegates.

In the first 6 months of this year, the socio-economic situation in the area has many positive changes, national defense and security have been maintained. The estimated production value reached over 3,800 billion VND, of which the production value of the agriculture - forestry - fishery sectors was 882 billion VND, the construction industry 2,243 billion VND, and the trade and service sectors 60 billion VND. The economic growth rate compared to the same period in 2014 is estimated at over 9.6%.
The meeting approved 19 reports and 2 important submissions, in which delegates focused on evaluating the performance of the People's Council and its Committees, the socio-economic situation in the first 6 months of the year, tasks for the last 6 months of the year, evaluation of inspection work, anti-corruption, thrift practice, anti-waste, administrative reform work, results of handling voters' opinions and recommendations before the 11th session...
The meeting also passed a Resolution on key tasks for the last 6 months of 2015, a Resolution approving the 2014 state budget settlement and a Resolution on supplementing the 2015 state budget estimate./.

In the first 6 months of 2015, the socio-economic situation in Yen Thanh district still achieved many positive results. Specifically, the total production value at 2010 comparable prices is estimated at over 5 trillion VND, up 10.47% over the same period in 2014 and reaching 50.4% of the plan. Budget revenue reached over 108 billion VND, up 15.7% over the same period and reaching 59.33% of the plan assigned by the District People's Council. Foreign affairs and investment attraction activities continued to be strengthened and had many improvements.
Implementing the national target program on new rural construction, up to now, the whole district has completed 470 criteria, 7 communes have met new rural standards and strived to have 6 more communes reach the finish line by the end of 2015 including Hau Thanh, Bac Thanh, Tang Thanh, Hung Thanh, Phu Thanh and Hong Thanh.
There have been many positive changes in the socio-cultural field. In the first 6 months of the year, the recognition of 3 historical relics was held, bringing the total number to 58 relics, including 23 national relics and 35 provincial relics; the quality of education has been increasingly improved. During the school year, there were 20 teachers who were excellent at the provincial level, 2,414 excellent students, including 170 excellent students at the provincial level, ranking 7th in the province. There were 5 more schools recognized as national standards, bringing the total number of schools meeting the standards to 82. Social policy work, job creation, poverty reduction and social security continued to have many positive changes, the poverty rate decreased to 6.29%.
At the meeting, delegates also listened to reports and considered a number of proposals, dismissed and elected additional members of the District People's Committee. Also at this meeting, the District People's Council conducted questions and answers on 3 groups of issues regarding the situation of oversized and overloaded vehicles, environmental pollution and the degradation of the rural low-voltage power grid.
The questions were specifically explained by the leaders of the District People's Committee and related departments and proposed a number of solutions in the coming time. The meeting also passed a number of important Resolutions to accelerate economic development in the area.
