On January 21, US and Cuban negotiators officially launched historic talks on normalizing relations.

In a statement before the opening, Cuban officials asserted that Havana would not reform the country's single-party Communist regime or its centrally planned economy.

Previously, in his 2015 State of the Union address to both houses of Congress on the evening of January 20, US President Barack Obama declared that he had new hope for future relations with Cuba, while affirming that Washington's policy of isolating the island nation had failed.

However, a senior Cuban diplomat said the United States should abandon its attempts to reform the country's one-party system and centrally planned economy, noting that restoring diplomatic relations with Washington would not lead to full rapprochement.

The above message seems to be aimed at lowering expectations for reform in Cuba after the historic announcement on December 17, 2014 by President Obama and Cuban President Raul Castro to normalize bilateral relations after more than half a century./.
