Prime Minister Nguyen Tan Dung has just signed a Decision approving the "Project to implement interconnected administrative procedures: Birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old".
The objective of the Project is to simplify, publicize, and make transparent procedures, reduce paperwork, shorten processing time, save costs, and create maximum convenience for people in implementing the above administrative procedures; enhance the sense of responsibility and proactiveness of officials, civil servants, and state agencies, contributing to eliminating negative and harassing behaviors in handling people's work.
According to the Project approved by the Prime Minister, the connection of administrative procedures including birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old is implemented nationwide.
Accordingly, those who request to perform the above administrative procedures only submit their application once and receive multiple results of administrative procedure settlement at the reception and result return department of the People's Committee at the commune level. The reception and result return department of the People's Committee at the commune level is the focal point for receiving applications and returning results of administrative procedures that are performed in connection. Applying the principle of inheriting the results of administrative procedure settlement mentioned above will create favorable conditions and reduce costs for people in preparing documents and papers.
The time limit for handling interconnected administrative procedures including birth registration and health insurance card issuance for children under 6 years old is no more than 15 working days; interconnected procedures for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old is no more than 20 working days.
