(Baonghean.vn) - In order to effectively implement the Agreements, Treaties, and regulations on the Vietnam - Laos border area of ​​the two Parties, two States, and two Governments, on the morning of August 18, in Vinh City, the Delegation of Nghe An province had a meeting with the Delegation of 3 provinces: Hua Phan, Xieng Khouang and Bolikhamxay (Lao PDR) on coordinating the organization of the twinning movement between residential areas on both sides of the Vietnam - Laos border.

Attending the meeting on the Lao side: The delegation of Hua Phan province was led by Comrade Van-say Pheng-su-ma, member of the Provincial Party Committee, Deputy Governor of the Provincial Government Committee; the delegation of Xieng Khouang province was led by Comrade Duong-chit Chang-xay-vang, member of the Provincial Party Committee, Deputy Governor of the Provincial Government Committee; the delegation of Bolikhamxay province was led by Comrade Kham-bu-nac Say-nha-non, Deputy Governor of the Provincial Government Committee. On the Nghe An side, there were members of the Provincial Party Committee: Thai Van Hang - Vice Chairman of the Provincial People's Committee; Luong Quang Kinh - Head of the Provincial Ethnic Minorities Committee; and representatives of relevant agencies.

At the meeting, in the spirit of trust and mutual understanding, the leaders of the three provinces of the Lao PDR that share a border with Nghe An province exchanged, discussed and agreed on the organization of twinning movements between residential areas on both sides of the Vietnam-Laos border, in the border area of ​​Nghe An province and the border areas of the three provinces of Hua Phan, Xieng Khouang and Bolikhamxay (Laos). The contents include: coordinating propaganda to raise awareness for people on both sides of the border about the policies and laws of each country; exchanging experiences in leadership, management and operation of the grassroots political system; coordinating the protection of border lines and national border markers; strengthening the fight against illegal migration, illegal proselytizing, and drug trafficking; gradually eliminating backward customs and enhancing the transfer of science and technology, economic development, and poverty reduction...

Also at the meeting, the relevant parties agreed to pilot the selection of 6 pairs of villages (residential clusters) to organize twinning first and then organize simultaneously later, completing the twinning work before March 2014 and some other contents related to the responsibilities of the parties so that the program can be implemented on schedule and have good results.
