(Baonghean.vn) - This is one of the important contents in Document No. 1758/SGD&DT – KHTC on rectifying the implementation of early school year collections 2019 – 2020 issued by Nghe An Department of Education and Training at the end of September 2019.

According to the document of the Department of Education and Training, currently, a number of public high schools have submitted a proposal and plan to mobilize funding (formerly known as socialization of infrastructure construction) according to Circular No. 16/2018/TT - BGD DT to the Department of Education and Training for consideration and approval.

However, the Department will extend the approval time for funding mobilization plans for schools and is expected to approve them in the second semester of the 2019-2020 school year.

Discussing further on this issue, a representative of the Planning and Finance Department (Department of Education and Training) said: This does not mean that schools are not allowed to collect fees, but will collect them at a different time in the second semester to help parents spread out the collection at the beginning of the year. The first semester will be used for schools to mobilize and propagate for parents to understand the content of this collection.

Currently, no public high school has had its fundraising plan approved by the Department. Therefore, according to regulations, no school will be allowed to collect funding at the beginning of the school year.

To rectify the situation of overcharging at the beginning of the school year, the Department of Education and Training also requires units to propagate to people to grasp the State's policies and laws related to collecting contributions from people to improve facilities at schools. The implementation of mobilization and management of revenue sources must be carried out in accordance with legal regulations.

In addition, educational institutions are not allowed to set or request the Parents' Representative Board to collect other fees from students and parents under the name of voluntary contributions or agreements. Educational institutions should extend the collection time and not collect multiple fees at one time.

In the process of implementing the collection, localities must establish inspection teams to monitor the collection and expenditure at schools.

In particular, it is necessary to strictly handle organizations and individuals who commit violations in management and finance such as collecting and contributing voluntary amounts not in accordance with procedures (collecting money from parents without an approved plan), not paying collected amounts (or not paying in full or on time) to the State Treasury as prescribed, not providing receipts (or invoices) to students.
