Ms. Nguyen Thi Thanh An, Hung Phuc Ward (Vinh City):
I strongly agree with and welcome the Government's policy of stopping the collection of construction fees to reduce the contribution of students. However, stopping the collection is not really reasonable when the State does not have the funds to compensate for the shortfall due to not collecting construction fees. Currently, schools are applying the policy of voluntary mobilization. However, some schools do it seriously, the amount that parents voluntarily contribute is collected; some schools take advantage of this policy to introduce many unreasonable fees leading to overcharging. In my opinion, it is natural for students to contribute to school construction, not unreasonable, but the problem is how to mobilize to create a unified level of contribution, while ensuring that the spending is for the right purpose of improving better learning conditions for students, then we parents will be ready.

I do not agree with the removal of the State's construction fee collection, because when the collection is removed according to regulations, schools will switch to voluntary mobilization, but in fact it is "forced", poor and disadvantaged families also have to pay. Therefore, the State should regulate a "fixed" collection level, which is still the best, creating fairness between students in the same school in particular and the education system in general, not putting on the shoulders of schools the burden of "demand" being greater than "supply", leading to being forced to "apply" many methods, creating negativity in schools.

Although farmers depend on agricultural production for their living, if they have to pay school construction fees every year according to the previous regulations, it is not too much, while poor households, those in difficult circumstances, and families with preferential policies are all exempted. In recent years, it is said that it is a voluntary movement based on the economic capacity of parents, but it seems to be equalizing everything, because there are children whose families are really in difficulty, but when they see their friends paying but they do not pay, they feel ashamed in front of their friends, so they force their parents to pay anyway, so I do not agree with the abolition of construction fees. In my opinion, the regulation is still to pay for school facilities and classrooms for each year, divided equally among students (exemption or deduction for poor students and families with preferential policies).

Contributing effort and money to build facilities is the job of parents and students. It is necessary to fully realize that education is the cause of the Party, the State and the whole society, so in addition to the responsibility of the State and society in taking care of school and classroom facilities, there should also be specific regulations for parents to demonstrate their responsibility to their children. At the same time, parents also need to realize that investing in education is an investment that cannot be calculated in the short term, but it is the future of our entire generation of children."
