Recently, the People's Committee of Hau Loc district, Thanh Hoa province has concluded the case of people denouncing the Commander of the Military Command of Chau Loc commune, Mr. Vu Duc Tho.

Accordingly, in early January 2012, the Military Command of Hau Loc district informed Chau Loc commune of the plan to pay responsibility allowances to the commune's village team leaders from July 1, 2010 to December 31, 2011. But Mr. Tho did not inform the relevant people but instead borrowed the identity cards of the village team leaders and then arbitrarily went to get the money to collect the allowances.

When receiving money from the commune, Mr. Tho did not notify the village team leaders to come to the commune team command to receive it, but only notified a few people to come receive the money and the payment levels were also different.

When handing over the money, Mr. Tho did not have a list of people signing to receive the money, but handed it directly to each person. After receiving the money, seeing that the regime was not guaranteed compared to other communes, some village team leaders went to the Military Command of Hau Loc district to ask about the regime and filed a complaint with the Commune People's Committee, requesting consideration and resolution.

According to verification, from 2011 until now, Mr. Tho has cut the allowances of the village team leaders by 6.7 million VND.

In addition, Mr. Tho also arbitrarily made a list of the Chau Loc Commune Military Command, proposing to dismiss 4 militia officers in 2012, including 3 village team leaders: Ho Van Tri, Trinh Van Cung and Dang Van Van with the reason of "dismissal after completing the 4-year mission"; at the same time, the proposal to appoint 3 new people without going through the Commune Council is real and not in accordance with the procedure.

Having clearly concluded Mr. Tho's violations, the Disciplinary Council of Hau Loc District People's Committee decided to discipline Mr. Tho by removing him from office for violating the State's policies on village captains, being dishonest with local leaders and suppressing whistleblowers./.
