Dismissal of Deputy Director of Hai Phong City Police
On the afternoon of March 29, Hai Phong City Police announced the decision of the Ministry of Public Security to discipline Colonel Nguyen Binh Kien by removing him from the position of Deputy Director of Hai Phong City Police.
Serious violation of security discipline
Previously, on January 18, the Standing Committee of the Hai Phong City Party Committee announced to the collective Party Committee and key leaders of the Hai Phong City Police Department Decision No. 949-QD/TU, dated January 18, 2013 of the Standing Committee of the Hai Phong City Party Committee on disciplining Colonel Nguyen Binh Kien, Deputy Director of the Hai Phong City Police Department, with the form of disciplinary expulsion from the Party.
Colonel Kien is a party member of the Security Department (PA88) Party Cell of the Hai Phong City Police Party Committee.

On November 7, 2012, the Hai Phong City Party Committee's Inspection Committee issued Decision No. 117/QD-UBKTTU to inspect signs of violations against Colonel Nguyen Binh Kien.
The inspection results clarified: During his time as Deputy Director of the Department of Financial, Monetary and Investment Security (Ministry of Public Security), Colonel Kien seriously violated the professional regulations of the police sector; infringed on the personal freedom of citizens, negatively affecting the reputation of the police sector; violated party membership; violated 19 things party members are not allowed to do and things police officers and soldiers are not allowed to do.
During the working process with the inspection team, Colonel Nguyen Binh Kien did not seriously recognize his mistakes and shortcomings and did not seriously self-criticize.
Therefore, the inspection team assessed Mr. Kien's violation as very serious and required strict handling and disciplinary action.
On January 15, the Standing Committee of the City Party Committee met, listened to the inspection team report the results and unanimously decided to discipline Colonel Nguyen Binh Kien by expelling him from the Party.
Mr. Kien is Mr. Duong Chi Dung's brother-in-law.
Colonel Nguyen Binh Kien started working and devoted his time to Hai Phong City Police. Before being appointed as Deputy Director of the Department of Financial, Monetary and Investment Security (Ministry of Public Security), Colonel Kien was Head of the Economic Security Department, Hai Phong City Police.
Mr. Kien is the brother-in-law of the former Director of the Vietnam Maritime Administration.
Mr. Kien's wife is Ms. Duong Thi Bang Tam, currently working in the Hai Phong City Police Department as a lieutenant colonel and team leader.
Mr. Kien's father-in-law is Colonel Duong Khac Thu, former Director of Hai Phong City Police, who devoted his whole life and made many contributions to the Vietnamese police force.
