The first Party Committee that we would like to introduce in this article is the Party Committee of Ha Huy Tap Ward. Before discussing the implementation of Resolution 4 of the Central Committee at the unit, Secretary of the Party Committee of Ha Huy Tap Ward Nguyen Quang Vinh told us a story that he called "a side story". Nearly 2 years ago, Mr. Truong Cong Anh, a Party member in the ward, former Head of the Provincial Party Committee's Propaganda Department, retired, wrote in Nghe An newspaper a short opinion discussing the study and implementation of the Party's Resolution at the Party Committee of Ha Huy Tap Ward.
The article reflects: The number of party members is large, the hall is too small to accommodate enough seats, the Provincial Party Committee's reporter was invited to thoroughly understand in 2 sessions, divided into 2 classes; after studying, when asked what the key issue of the resolution is, many party members did not understand. The article is a short opinion not intended to criticize anyone but only to give suggestions on how to organize the study of the Resolution, but it has made the cadres and party members in the ward very worried. The issue of innovating the way to study the Resolution was brought up for discussion, but no one could say how to innovate.
When it came to the implementation of Resolution 4 of the Central Committee, according to the regulations, the Party Committee Secretary had to directly communicate, so the Party Committee proactively innovated the way of doing things. The Party Committee had 35 Party cells (22 Party cells of blocks and hamlets) with nearly 1,400 Party members, but the hall could only accommodate 350 people, so the Party Committee decided to divide it into 5 classes, of which 4 classes were for Party members and 1 class was for cadres of mass organizations of the ward and Party members who had not attended previous classes. With such strict management, the Party members in the entire Party Committee participated in the study at a rate of 98%. After listening to the content of the Resolution, the cadres and Party members enthusiastically gave many opinions on how to conduct the review in the coming time.
Must convey the "soul" of the Resolution
That was the statement of the Party Secretary of Hung Dung Ward - Nguyen Duc Trung when talking to us about the dissemination of Resolution 4 of the Central Committee. He said: “Up to now, there has never been a Resolution that has had such a pervasive influence on all cadres and party members as Resolution 4 of the Central Committee. There have been many resolutions and directives on Party building, but none has been as strong as Resolution 4 of the Central Committee. “Communicating Resolution 4 of the Central Committee must make all cadres and party members clearly understand the “soul” of the Resolution to meet the requirements.”
As a good "political commissar", Party Secretary Nguyen Duc Trung devoted all his heart and soul to all cadres and party members in the 3 days of implementing the Resolution. More than 850 party members in 26 party cells (including 18 block and hamlet party cells) came to study the Resolution with enthusiasm (the entire party cell had only 70 party members who were absent due to old age and poor health). The hall was crowded so it had to be divided into 3 classes, each class studied for a full day, in the morning listening to the secretary convey the content of the Resolution, in the afternoon cadres and party members enthusiastically discussed and related practical issues of the locality. Thanks to grasping the "soul" of Resolution 4 of the Central Committee, cadres and party members raised many practical issues, especially the shortcomings of local cadre work due to limited cadre capacity. Party Secretary Nguyen Duc Trung affirmed: “We do not wait until the review to dissect the problem, but from now on we must self-criticize and criticize so that the “soul” of Resolution 4 of the Central Committee truly permeates the thoughts of each cadre and party member. In self-criticism and criticism, we attach importance to the evaluation, arrangement and assignment of cadres.”
Need to look straight at the local truth
Talking to us about how to implement Resolution 4 of the Central Committee, comrade Le Van Long - Secretary of the Party Committee of Le Loi Ward said: "The steps to implement the Resolution we follow are exactly as planned by the City Party Committee, but we pay special attention to contacting local reality, frankly pointing out weaknesses, errors and shortcomings to overcome. The Party Committee must self-assess the weaknesses, errors and shortcomings in front of all cadres and party members".
With that spirit, the Party Committee Secretary himself built the lecture outline, in which he wrote very carefully the part about self-relationship with local reality to consult the Standing Committee and the Party Committee Executive Committee. Only a truly strong Party Committee with high fighting spirit would dare to write frank comments about cadres and Party members in the self-relation with local reality: "Reduced fighting spirit, afraid of conflict, not daring to speak up when seeing mistakes, thinking that it does not affect one's own interests is enough.
Selfish, narrow-minded, living only for oneself, not for the people. Bureaucracy far from the people, sometimes, there are things that cadres do not closely grasp and promptly resolve the thoughts and aspirations of the people. In party activities, the phenomenon of giving each other criticism has not really been promoted, there is still respect and avoidance. During activities, no one speaks up, leaving the meeting, people gossip excitedly; when voting, people raise their hands in agreement but their hearts are not convinced, so when implementing and organizing implementation, the effectiveness is not high". With the spirit of looking straight at the truth of the locality, the implementation of Resolution 4 of the Central Committee at Le Loi Ward Party Committee has initially created a new atmosphere and new confidence among cadres and party members.
