How to register online to receive support from the Unemployment Insurance Fund
(Baonghean.vn) - Vietnam Social Security (VSS) has specific instructions for employees and employers on how to submit applications for support policies from the Unemployment Insurance Fund (UIF) to the Social Security agency via online forms.
Specifically as follows:
For employees, Vietnam Social Security notes that, according to the provisions of Decision No. 28, the method of submitting application for support from the Unemployment Insurance Fund to the Social Security agency online is only applicable to the group of employees who have stopped participating in Unemployment Insurance due to termination of labor contracts or work contracts in the period from January 1, 2020 to September 30, 2021, with the period of Unemployment Insurance payment reserved according to the provisions of the law on employment; not applicable to the group of employees participating in Unemployment Insurance (the employer managing the employees will be responsible for submitting the list of employees receiving support from the unit to the Social Security agency).
1. Submit application via VssID application - Digital Social Insurance
Step 1: Log in to VssID application.
Step 2: Select the Public Services menu.
Step 3: Select the COVID-19 Support public service according to Resolution No. 116/NQ-CP (support for social insurance participants affected by the Covid-19 pandemic).

Step 4: Check the period of participation in social insurance that has not been counted for unemployment benefits (number of months).
Step 5: Choose the form of support:
- Receive in cash.
- Receive via account, you choose/fill in the following information:
+ Account number of the person requesting support.
+ Select bank (bank branch).
Step 6: Select the agency receiving the application, click the Submit button.
Step 7: Enter the OTP code, click Confirm to submit the application.
2. Submit application via the Public Service Portal of Vietnam Social Security
Step 1: Log in to the Public Service Portal of Vietnam Social Security at https://dichvucong.baohiemxahoi.gov.vn with your registered account.
Step 2: Select "Declare profile", the screen displays a list of public services to declare as follows:
Step 3: On the screen: "List of procedures", select procedure code "653 - Support for social insurance participants affected by Covid-19 epidemic" and select Declare.
Step 4: Declare profile: Select "Declare" and the system will check the employee's participation information according to the code.Social insurance. Then select the required attachments.
Step 5: Submit application, enter OTP confirmation code for authentication
After successful confirmation, the system will notify that the application has been successfully submitted. Thus, the employee's application has been successfully sent to the Social Insurance agency.

For labor units:
Vietnam Social Security notes to employers: According to the provisions of Decision No. 28, the method of employers submitting a list of employees requesting support from the unemployment insurance fund to the social insurance agency is only for cases of employees participating in unemployment insurance at September 30, 2021 (excluding employees at state agencies, political organizations, socio-political organizations, people's armed forces units and public service units whose regular expenditures are guaranteed by the state budget).
Submit documents via declaration software of I-VAN service providers
Use the declaration software of I-VAN service providers (Electronic Social Insurance Declaration Service Providers) to declare and submit documents for public services: Support for social insurance participants affected by the COVID-19 epidemic (600l).
Submit application via the Public Service Portal of Vietnam Social Security
Step 1: Log in to the Public Service Portal of Vietnam Social Security at https://dichvucong.baohiemxahoi.gov.vn with your registered account.
Step 2: Select “Declare profile”.
Step 3: Select public service Support for social insurance participants affected by COVID-19 (600l).
Step 4: Select “Declare”, then select Confirm declaration period to open the profile declaration screen.
Step 5: Submit form number 01 as shown below and select Confirm.
Step 6: Select Declare then select Confirm.
Step 7: Sign and submit the application, the screen displays a request to enter the PIN code of the digital certificate.
After entering the correct PIN, the system will display a successful application notification.
It can be seen that using online transaction forms in submitting applications for support from the Unemployment Insurance Fund with simple and convenient steps will help employees and employers avoid having to go directly to the Social Insurance agency, thereby saving time and costs for employees and employers, while contributing to reducing the risk of COVID-19 infection due to not having to have direct contact in transactions with the Social Insurance agency, meeting the satisfaction of people and businesses.
Currently, Nghe An Provincial Social Insurance is making efforts to implement the policy of supporting Employees and Employers affected by the Covid-19 pandemic from the Unemployment Insurance Fund according to Resolution No. 116/NQ-CP of the Government and Decision No. 28/2021/QD-TTg of the Prime Minister.
In order for the support policy to reach workers promptly, accurately and ensure the principles of Covid-19 prevention and control, Nghe An Provincial Social Insurance respectfully announces the receipt of applications for support from the Unemployment Insurance Fund as follows:
1. Nghe An Provincial Social Insurance accepts applications in the following forms:
- Online via: Vietnam Social Security Public Service Portal, I-VAN service providers; VssID application - Digital social insurance.
- Directly at the provincial/district/town Social Insurance agency and via postal service.
2. For direct application submission at Nghe An Provincial Social Insurance Agency:
- Employers: Submit application form 02, form 03 (if any) at the head office of Nghe An Provincial Social Insurance Agency.
Address: No. 04, Truong Thi Street, Vinh City, Nghe An Province.
- Employees who have stopped participating in Unemployment Insurance due to termination of labor contracts or work contracts between January 1, 2020 and September 30, 2021, whose Unemployment Insurance payment period is reserved according to the provisions of the law on employment, excluding those who have decided to receive monthly pension: Submit application form 04 at the headquarters of 2 Social Insurance agencies of Nghe An province.
