Reforming the civil service and civil servant system, improving the quality of professional tasks
(Baonghean.vn) - On the morning of August 12, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to evaluate the activities of the first 6 months of 2014 of the Provincial Steering Committee for Reform of the Public Service and Civil Servants.
Since the beginning of the year, the Provincial People's Committee has issued Decision 480/QD-UBND, dated January 27, 2014, to strengthen the Steering Committee for promoting reform of the provincial civil service and public servant regime (SC). During the implementation process, the standing unit, the Department of Home Affairs, coordinated with departments and branches to organize 03 training classes and 55 professional development classes for over 5,400 people; including a professional training class to standardize 77 commune-level cadres (within the age of 2 terms) who have not been trained.

In recent times, units and localities have promoted the application of information technology in managing personnel records, administrative reform, and promoting work efficiency. The recruitment of civil servants under the high-quality labor attraction regime is being conducted at 73 positions, and the other 77 positions (without attraction records) will be recruited through examination. The Steering Committee has established an interdisciplinary working group to conduct surprise inspections of the implementation of Directive 17 of the Provincial Party Committee and Directive 10 of the Provincial People's Committee on strengthening the management of discipline and administrative discipline in agencies, units, and localities. Up to now, the group has inspected 03 Departments, and 10 districts and towns and is continuing to organize inspections, reminders, and reports to the Steering Committee to handle existing problems.

After the comments of the Steering Committee members, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the Department of Home Affairs to be more timely in advising on reforming the provincial civil service and civil servant regime; requested the interdisciplinary working group according to Decision 2290/QD-UBND to specifically report the content of the surprise inspection to the Chairman of the Provincial People's Committee to direct the handling of weaknesses in discipline and administrative discipline at the grassroots level.
Comrade Nguyen Xuan Duong requested the Department of Home Affairs to be more proactive and soon have a specific deadline in finalizing the list of cadres and civil servants in the fields that need to be attracted and recruited. Particularly in 2014, up to this point, the attraction and recruitment of cadres and civil servants is slower than required. Departments, branches and localities need to strengthen discipline and administrative order. The Department of Home Affairs is the focal point that needs to proactively coordinate and provide information to press and radio agencies to promote propaganda work, encourage progressive examples, criticize shortcomings and shortcomings, and change the awareness and actions of cadres and civil servants in departments, branches and localities, contributing to the successful completion of assigned tasks.
