Reforming administrative procedures, promoting investment attraction

(Baonghean.vn) -This morning, November 8, under the chairmanship of comrade Ho Duc Phoc - Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular meeting in November to listen to and give opinions on a number of contents and reports to the Provincial People's Council related to the socio-economic development situation, national defense and security, the state budget revenue and expenditure situation, the local budget allocation plan in 2013 and the Draft Resolution on the policy of building the model of "Large-scale fields" in the province.

In 2012, despite facing certain difficulties, the whole province has made efforts to synchronously and effectively implement solutions to direct and manage socio-economic development to achieve the set goals of 2012. Thanks to that, the socio-economy has remained stable, with reasonable growth in difficult conditions, and social security has been ensured. Service activities have continued to develop; the fields of basic construction investment, investment promotion and support, and business development. Some socio-cultural fields have continued to have positive changes, in which the work of poverty reduction, job creation and social security has received attention and achieved many positive results. Administrative reform and implementation of the Grassroots Democracy Charter have received attention and have had good changes. National defense and security have been maintained and stabilized.

At the meeting, representatives of departments, branches and committee members pointed out the existing problems and difficulties in implementing socio-economic tasks in 2012. According to the survey, only 18/24 targets set by the Provincial People's Council Resolution were achieved, the remaining 6 targets were not achieved, including the economic growth rate and production values ​​of the sectors were lower than the same period, many key products did not reach the set targets, the overcoming of scattered investment was still slow, the progress of capital sources was not met, so many projects were prolonged, the results of investment attraction were low, budget revenue was lower than the estimate and the same period, administrative reform still had many limitations, some pressing social issues were not resolved.

Concluding the meeting, comrade Ho Duc Phoc highly appreciated the efforts of all levels and sectors. Despite the difficult economic conditions of the whole country, our province has had a good growth. The province has organized many activities and important political events that left their mark. The transport sector has opened more routes, bringing new airlines into operation with 4 more routes. Nghe An is also one of 10 provinces that ensure good traffic safety. The Chairman of the Provincial People's Committee requested that the sectors urgently have many solutions to promote investment attraction and strengthen administrative procedure reform. Speed ​​up the disbursement of ODA capital, speed up the progress of new rural construction, focusing on increasing income for farmers. In the last 2 months of the year, it is necessary to manage the budget economically, allocate budget to do well social security work, ensure salaries, allowances and life for the people.

Also this morning, the Provincial People's Committee listened to and commented on the Draft Resolution on the policy of building the model of "Large-scale fields in the province", presented by the Department of Agriculture and Rural Development.
