That is one of the important issues put on the agenda at the 10th Conference of the 11th Party Central Committee, which just opened on the morning of January 5, in Hanoi. And that is also the issue that the whole society has been interested in and discussed for many years now, causing many concerns about why the progress of implementing the project of streamlining the payroll and restructuring the team of cadres, civil servants and public employees is still slow. Even though the policies, mechanisms, policies and solutions on this issue have been relatively complete. So what is the reason? To answer this question, first of all, it is necessary to see the reality that the acceptance or rejection and even dismissal of personnel mainly depends on the decision of the head of the agency, unit, locality...
Therefore, it must be affirmed that the main responsibility for implementing this issue lies with the head of each agency and unit. And the breakthrough solution in this field also lies in the will, determination and desire of the head. Thus, to create a breakthrough, we must first break through the thinking and responsibility of the heads of each specific agency and unit. Without doing that, it is impossible to purify the team and streamline the payroll to meet the requirements. On the other hand, it is a reality that every agency, industry and locality protects their internal affairs. If the head there does not take specific and decisive actions, it will be very difficult to change the situation.
So the general determination is high, but when it comes to restructuring the specific personnel of each industry, field, agency, and unit, it is not easy at all. Even though, in terms of awareness, everyone knows that if the payroll is reduced, the apparatus will be less cumbersome, which will reduce the cost of paying salaries, reduce the pressure on public debt, regular expenses, etc. Streamlining the apparatus is a step of gradual change and improving the capacity of the apparatus. When the quality of the apparatus is better, the capacity of the apparatus is raised, of course, the operating efficiency will be better. Therefore, the policy is very correct, but how to make it suitable for reality is a long story and requires a roadmap and methods. Therefore, to speed up the implementation progress and effectively implement the payroll streamlining project, the first thing to do is to strengthen the determination of the heads of each agency and unit. The best way to consolidate is to set out criteria for streamlining personnel in a specific and clearly quantitative manner, not in a general qualitative manner that can easily make leaders afraid and hesitant, leading to hesitation when making decisions. And have a legal basis, in accordance with regulations and sanctions of the law.
Therefore, if there is a need for new proposals on viewpoints, mechanisms, policies, and breakthrough measures on the organization, apparatus, and personnel of the entire political system from the central to the grassroots levels, there must be effective breakthrough solutions based on the determination of the heads of each agency, unit, locality, industry, and field... Because that is the root of the problem.
