Comprehensive improvement of the quality of health human resource education
The Prime Minister has just approved the list of projects on “Education and training of health workers to serve the reform of the health system”. The project aims to comprehensively improve the quality of health worker education.
This improvement is achieved through innovation in competency-based teaching and learning approaches and improved education quality assurance systems. Capacity building in health management and health workforce management is enhanced, with a focus on increasing and rotating qualified health workers to work in disadvantaged areas.
In addition, improving the capacity of medical staff in charge of primary health care contributes to achieving national standards for commune health stations and contributes to the new rural program of health stations meeting national standards and implementing the new rural construction program.
The project was implemented from 2014 to 2019. The total cost of the project is 121 million USD, funded by a loan from the World Bank (WB), including: 106 million USD from the International Development Association (IDA/WB); 10 million USD from non-refundable aid from the European Union (EU) funded through the WB; and 5 million USD from counterpart funds.
The project consists of 4 components. Specifically, Component 1 is to improve the quality of health human resource education at university and college levels through innovation in teaching and learning approaches based on competencies and improving the education quality assurance system (estimated at 63 million USD); Component 2 is to improve health management capacity and health human resource management (estimated at 12 million USD); Component 3 is to improve the effectiveness of primary health care activities through training, supplementing necessary conditions and capacities, and synchronizing them for district and commune health staff (estimated at 41 million USD); Component 4 is Project Management (estimated at 5 million USD).
The project owner is the Ministry of Health. The Prime Minister has also requested the Ministry of Health to receive comments from relevant agencies, complete the project documents, and be responsible for approving and implementing the project in accordance with current regulations. The State Bank of Vietnam completes procedures with the WB to negotiate a loan agreement for the project as scheduled.
It is known that the general objective of the project is to improve the quality of education and training of health workers, health management and strengthen primary health care capacity and implement national strategies and policies of the Party and State on developing the health system to achieve the Millennium Development Goals and building new rural areas.
