Comprehensively improve the quality of healthcare workforce education.
The Prime Minister has just approved the list of projects under the theme "Education and Training of Healthcare Personnel to Serve Healthcare System Reform". The project aims to comprehensively improve the quality of healthcare personnel education.
This improvement is achieved through innovative approaches to teaching and learning based on competencies and improvements to the education quality assurance system. It also involves enhancing healthcare management capacity and human resource management, with a focus on strengthening and rotating qualified healthcare personnel to work in disadvantaged areas.
Furthermore, improving the capacity of healthcare personnel providing primary healthcare contributes to achieving national standards for commune health stations and contributes to the new rural development program by ensuring that health stations meet national standards and implement the new rural development program.
The project was implemented from 2014 to 2019. The total project cost was US$121 million, funded by a World Bank (WB) loan, including: US$106 million from the International Development Association of the WB (IDA/WB) loan; US$10 million in grant aid from the European Union (EU) channeled through the WB; and US$5 million in counterpart funding.
The project comprises four components. Specifically, Component 1 focuses on improving the quality of higher education for healthcare professionals through innovative competency-based teaching and learning approaches and improving the education quality assurance system (estimated at $63 million); Component 2 aims to enhance healthcare management capacity and the management and utilization of healthcare personnel (estimated at $12 million); Component 3 focuses on improving the effectiveness of primary healthcare services through training and supplementing the necessary and synchronized capabilities for healthcare staff at the district and commune levels (estimated at $41 million); and Component 4 is Project Management (estimated at $5 million).
The project is managed by the Ministry of Health. The Prime Minister has also requested the Ministry of Health to incorporate feedback from relevant agencies, finalize the project document, and be responsible for approving and implementing the project in accordance with current regulations. The State Bank of Vietnam is completing the procedures with the World Bank to negotiate the loan agreement for the project according to schedule.
Reportedly, the overall goal of the project is to improve the quality of education and training of healthcare personnel, health management, and strengthen primary healthcare capacity, as well as to implement the national strategies and policies of the Party and State on developing the health system to achieve the Millennium Development Goals and building new rural areas.
