Improved inspection increases efficiency of motor vehicle management

(B aonghean) - For the first time, the motor vehicle inspection agency has applied the method of taking photos and printing images of road motor vehicles on the Certificate of technical safety and environmental protection inspection. This is a new way of doing things, aiming to help the authorities to carry out more conveniently and accurately the inspection and control of motor vehicles on the road.

Holding the Certificate of technical safety and environmental protection inspection of road motor vehicles in his hand, Mr. Tran Hai Vien, Le Mao ward (Vinh city) wondered: "Why is the inspection certificate printed with the image of the car this time, and also clearly stating the date, time, and even the minute of the inspection? I didn't see that in the previous inspection?". This issue was explained by Mr. Dinh Van Hoang - Technical Officer of Nghe An Motor Vehicle Inspection Center: "Starting from June 16, 2014, the Vietnam Register has simultaneously deployed nationwide the practice of taking photos and printing general images of road motor vehicles on the Certificate of technical safety and environmental protection inspection. In Nghe An, all motor vehicle inspection centers have implemented this new method".

Nghe An Motor Vehicle Inspection Center currently has an inspection facility in Vinh City (370 1S) and a facility in Thai Hoa Town (379 2S). The process of printing photos of road motor vehicles on the Certificate of technical safety and environmental protection inspection during the implementation phase encountered many difficulties, because this was a new way of doing things, and the requirement was that all information must be implemented accurately, promptly, and always connected via the network management system with the Vietnam Register. However, thanks to the support of the Register and the Department of Transport, Nghe An Motor Vehicle Inspection Center simultaneously selected technical staff to participate in professional training courses at the Register and invested in and installed modern equipment and machinery such as: cameras; P-TV FM image storage software; Vivotek monitoring machine; Printer; Computers… Mr. Nguyen Toan Thang - in charge of the computer department, recording vehicles at Center 370 1S said: “After participating in professional training courses organized by the Department of Vehicle Registration, the technical staff of the center are all proficient in using and exploiting the equipment and machinery to promptly serve the new work. At Center 370 1S, there are 2 inspection lines and 4 cameras that can take pictures of 2 vehicles at the same time for inspection, with shooting points in front and behind the vehicle. Thanks to the application of modern and synchronous equipment and machinery, we always meet the requirements of the Vietnam Register and the inspection work of vehicle owners”.

Mr. Phan Van Minh - Deputy Director of Nghe An Motor Vehicle Inspection Center said: "After the inspection agency prints the vehicle's photo, the authorities have a general image of the vehicle, so it is very convenient to inspect and control the vehicle. The most obvious is in the implementation of the policy of tightening the inspection of oversized and overloaded vehicles, through the general image of the vehicle printed with the Inspection Certificate, it is easy to handle the violating vehicle. Or right at the scene, the authorities need to check the information about the vehicle, just need to have a computer connected to the Inspection Center, it will be updated quickly and accurately". It is known that the total investment capital, synchronous installation of modern equipment and machinery for taking and printing photos at the 2 facilities of Nghe An Motor Vehicle Inspection Center is only 300 million VND. By applying scientific and technological advances in inspection work, from June 16, 2014 to present, facility 370 1S has taken photos and printed images of more than 17,540 vehicles.

At the 2 inspection lines at facility 370 1S of Nghe An Motor Vehicle Inspection Center, which has long been "staffed" with 10 technical staff, they now take on the additional task of taking photos and printing images of road motor vehicles on the Certificate of technical safety and environmental protection inspection. Although the work is more difficult than before, thanks to the application of science and technology in inspection work, the assigned tasks have been completed well, especially, contributing greatly to supporting functional agencies in inspecting and controlling motor vehicles that violate the law...
