Ban on homework for students who study 2 sessions/day

For schools and classes that teach one session per day: Only assign homework equal to the amount of homework for students who study two sessions per day.

Today (November 3), Minister of Education and Training Pham Vu Luan issued Directive No. 5105 on rectifying the situation of extra teaching and learning in primary education. The Directive clearly states that for schools and classes that teach two sessions a day, it is strictly forbidden to assign homework to students.

According to the Directive of the Ministry of Education and Training, in the recent past, the Ministry of Education and Training and the People's Committees of localities have issued many regulations and implemented many solutions to rectify the practice of extra teaching and learning. However, the phenomenon of violating the regulations on extra teaching and learning at the primary level still exists, causing pressure on students and parents, creating resentment in society and reducing the reputation of the sector.

To strictly implement Circular No. 17/2012, regulations on extra teaching and learning, and Circular No. 30/2014, regulations on primary school student assessment, the Minister of Education and Training directs:

Directors of departments of education and training direct local education and training departments and primary schools on the following contents:

Organize to thoroughly disseminate to each teacher the regulations on extra teaching, extra learning and innovative content of primary school student assessment so that everyone understands and follows the regulations correctly.

Propaganda and explanation to help people, especially parents, understand the regulations of the industry on extra teaching, extra learning and innovation in primary school student assessment to create consensus and good coordination between schools, families and society in the fight against negativity and implementing innovation at the primary level.

For schools and classes that teach 2 sessions/day: Guide students to complete the content of the lesson in class; Strictly prohibit giving homework to students; Encourage students to leave books and school supplies in class.

For schools and classes that teach one session per day: Only assign homework equal to the amount of homework for students who study two sessions per day; Do not assign homework outside of the textbook.

Do not organize competitions for excellent students for primary school students; Do not organize teams to participate in exchange activities or intellectual "playgrounds".

Strictly implement the acceptance of education quality and handover of students from lower to upper grades, from primary to secondary school. Do not conduct student surveys at the beginning of the school year, do not organize entrance exams for students entering grade 6.

The Departments of Education and Training need to advise the People's Committees of provinces and centrally-run cities to issue documents clearly defining the responsibilities of educational management agencies, principals and teachers in extra teaching and learning, and direct relevant agencies to coordinate inspections, checks and strictly handle schools, organizations and individuals violating Circular No. 17/2012.

On the side of the Ministry of Education and Training, the Director of the Department of Primary Education presides over and coordinates with relevant units to proactively grasp the situation and develop plans to direct, propagate, guide, answer, inspect and urge the implementation of the Directive in localities.

The Chief Inspector of the Ministry shall preside over and guide education inspectors at all levels to conduct inspections, checks, and strictly handle violations of regulations on extra teaching and learning./.
