Education managers at all levels, teachers and staff of educational institutions are not allowed to abuse their positions to carry out or participate in introducing, promoting, mobilizing the purchase and distribution of reference books to students, trainees or parents of students and trainees in any form.

This content is emphasized in the draft Regulations on the use of books and reference materials in preschool, general education and continuing education institutions recently announced by the Ministry of Education and Training.

According to the above draft, reference books used in educational institutions are legally published and circulated publications with content related to educational programs and textbooks used in educational institutions; serving students, trainees, teachers and educational managers.

Based on the proposal of the professional group, the Head of the educational institution establishes a Council to select the list of reference books circulated in the unit. The members of the Council to select reference books include: Professional leaders, heads of professional groups and representatives of some political and social organizations in the unit. The person who approves the list of reference books is the head of the unit, based on the proposal of the Council to select reference books.

When using reference books, if there is a different understanding of a certain content between the reference book and the textbook, the educational program and textbook must be used as the basis for teaching and learning.

If heads of educational institutions discover reference books with incorrect or unhealthy content or signs of violating the law, they must stop using them and promptly report to competent authorities for handling.

Departments of Education and Training and Divisions of Education and Training are also required to promptly report to superior management agencies and notify educational institutions in the area about cases of reference books with errors that affect educational activities, are not suitable for educational programs and show signs of violating the law.
