According to Decree 138 amending the regulations on business conditions for driver training and driver testing services, effective from December 1st, driving classrooms must be equipped with audiovisual teaching aids such as tapes, projectors; have images or drawings illustrating basic driving operations such as adjusting the driver's seat, sitting posture, and steering wheel grip position; have vehicles safely supported for practicing shifting gears (cold and hot); and have simulators for driver training...
Furthermore, the document also stipulates general standards for driving instructors, such as meeting the standards for teachers teaching at the elementary level of vocational education. Theoretical instructors must have a diploma of at least a secondary school level in fields such as law, automotive technology, automotive engineering technology, or automotive assembly.
Adjusting pension benefits for female workers.

Decree 153/2018, effective from December 24th, stipulates the policy for adjusting pension benefits for female workers who began receiving pensions between 2018 and 2021, with social insurance contribution periods ranging from 20 years to 29 years and 6 months, as follows: The adjustment amount will be calculated by multiplying the pension amount as stipulated in the 2014 Social Insurance Law at the time of commencement of pension benefits by the adjustment rate corresponding to the period of social insurance contributions and the time of pension entitlement.
If retiring in 2018, the highest adjustment rate is 12.3%; the lowest is 1.08%, depending on the length of time social insurance contributions have been made. If retiring in 2019, the highest adjustment rate is 9.23%, the lowest is 0.81%, depending on the length of time social insurance contributions have been made.
According to Vietnam Social Insurance, the number of female workers who started receiving pensions during the period 2018-2021 and the number of people with 20 to 29 years and 6 months of social insurance contributions is approximately 91,000, including 20,500 people retiring in 2018; 22,000 people in 2019; 23,500 people in 2020 and 25,100 people in 2021.

Prime Minister's Decision 45/2018, effective from December 25th, regulates meeting procedures in the management and operation of agencies within the state administrative system. Accordingly, there are five cases where meetings are not permitted.
These include meetings to address routine tasks during natural disasters or emergencies; meetings to resolve tasks that have been delegated or authorized to heads of lower-level administrative agencies; meetings to resolve tasks that are legally stipulated to be handled through other means besides meetings; meetings to hear reports on the performance of tasks by subordinates as a substitute for direct inspections of subordinate agencies, units, and facilities; and meetings combined with sightseeing, socializing, vacations, or using the meeting format to organize recreational activities for officials, civil servants, and employees.
