Prohibition of traffic and traffic diversion on Phap Van - Cau Gie and Hanoi - Lao Cai expressways
Due to the impact of storm No. 3, Hanoi and many northern localities have temporarily banned some roads and highways due to flooding, ensuring safety for people and vehicles participating in traffic.
Vehicles are prohibited from entering Phap Van - Cau Gie Expressway due to deep flooding.
On September 10, a representative of the Traffic Police Department (Ministry of Public Security) informed that Km 191 to Km 191+500 on the Phap Van - Cau Gie Expressway is flooded in both directions. Therefore, the Highway Traffic Patrol and Control Team No. 3 (Team 3, Road and Railway Traffic Patrol and Control Guidance Department, Traffic Police Department) has organized a road closure.

The Traffic Police Department also requested Traffic Police Team No. 14 (Traffic Police Department of Hanoi City Police) to coordinate with Team 3 (Traffic Police Department) to organize a road closure at the entrance to the highway, guiding vehicles to follow National Highway 1A to the southern provinces.
Meanwhile, Road Traffic Police Team No. 8 (Traffic Police Department of Hanoi City Police) and the Police of Thuong Tin, Thanh Tri, and Phu Xuyen districts coordinated to divert traffic at the exit points of the expressway from Cau Gie to Hanoi and vice versa. Highway Traffic Patrol and Control Team No. 3 coordinated with the Police of the districts on the route, the Traffic Police Department of Ha Nam and Ninh Binh provinces to assist in diverting traffic to reduce the number of vehicles entering the expressway in the direction of Hanoi to ensure traffic safety.
Traffic diversion on Hanoi - Lao Cai expressway
On the same day, the Traffic Police Department (CSGT - Ministry of Public Security) said that due to heavy rain, landslides appeared on the Noi Bai - Lao Cai highway, at locations from Km248 - Km252.
Highway Traffic Police Team No. 1 is coordinating with functional forces to regulate traffic to ensure safety for people and vehicles.

Specifically, the traffic flow has been organized as follows: In Lao Cai province, vehicles going from Kim Thanh Border Gate to Hanoi will be diverted to Sapa intersection, National Highway 4D, Km 254 to Lao Cai city, then onto the expressway from Binh Minh intersection, Km 244 to Hanoi. Traffic from Hanoi to Lao Cai will be normal. At Lu Street intersection, Km 224, due to the road below being flooded, vehicles cannot exit this intersection.
In the provinceYen Bai, at Van Yen intersection, IC14, the road below is flooded, vehicles cannot exit the highway; on the route there is still a potential risk of new landslides, due to heavy rain. Vehicles comply with the regulation of the authorities.
On the sitePhu Tho province, due to the road below being flooded, vehicles traveling on the highway from Hanoi to Phu Tho cannot exit at IC11, Km98, Ha Hoa, vehicles from Phu Tho entering IC11, Km98 to Lao Cai cannot move. Vehicles traveling from Lao Cai to Hanoi can exit IC11 normally.
