In recent days, people in Cua Lo town have been praising and admiring the brave action of comrade Le Hai Lien (58 years old) - head of the civil defense team (BVDP) of Bac Hoa block, Nghi Hoa ward, Cua Lo town in capturing an HIV-infected thief.
Mr. Lien said that at around 10:30 a.m. on April 30, some residents discovered two strange young men riding a motorbike into the block. When they reached the beginning of the block, one of them jumped off the motorbike with a furtive look on his face. At that time, most of the residents in the block were on holiday so it was very deserted. While Ms. Tam Duan's family was away, the thief sneaked into the house and stole the water pump. While he was preparing to take the pump away, the thief was sniffed out by the homeowner's dog. At that moment, the homeowner returned and discovered the thief and called for everyone to surround and arrest him.
“Hearing the people shouting about a thief, Mr. Nguyen Trong Luan and I, an officer of the ward civil defense committee, immediately chased after him. Because it was a holiday, the only people in the block were women and children, so no one dared to approach the suspect. I only knew how to catch the thief, not whether he had any weapons or not,” Mr. Lien said.
After running for about 300 meters, the thief tripped and fell and was chased by Mr. Lien and Mr. Luan. After more than 10 minutes of struggling, the two men caught the thief. However, while arresting the subject, Mr. Lien suffered scratches on his right cheek and bleeding, and the subject also suffered scratches on his stomach and mouth. When escorting the thief to the police station, the thief pretended to ask for water, then recklessly broke a glass cup, cut himself in the stomach and threatened, "If you don't let me go, I will die here."
Upon receiving information from the people, the Nghi Hoa Ward police force went to the area to persuade and escort the subject to the police headquarters to continue the fight and investigation. Here, the subject confessed that Hoang Chinh Quynh (born in 1982, in block 6, Nghi Tan ward, Cua Lo town, Nghe An) was a drug addict, infected with HIV and admitted to stealing property at a house in Bac Hoa block. After knowing that the subject was infected with HIV, Cua Lo Town Police promptly took comrade Lien to the Nghe An Province HIV Prevention Center and treated for exposure.

After the "incident" of getting blood while struggling with an HIV-infected thief, Mr. Le Hai Lien's family and relatives are always worried about his health. Every day, Mr. Lien has to take medication to treat HIV exposure. Mrs. Nguyen Thi Lieu (55 years old) - Mr. Lien's wife confided: "Now the whole family has only the two of them at home, the children are all married and working far away. For the peaceful life of the whole neighborhood, my husband still does not hesitate to take the risk to catch the HIV-infected thief. I have not been able to sleep for the past few nights because I am worried about whether he will be affected in any way."
Talking to us, in the eyes of Mr. Le Hai Lien - a former soldier of Truong Sa, the beautiful memories of his time in the army are still intact. Currently, in addition to the small allowance of the head of the residential group, Mr. Lien's family's economy depends on more than one hectare of rice field and his days working as a construction worker. Although there are many hardships, for Mr. Lien, bringing a happy and peaceful life to the people in the block is his happiness. "My work is still small, seeing bad things and ignoring them, not stopping them is not good", Mr. Lien said modestly.
On the afternoon of May 10, Captain Tran Nam Giang - head of Nghi Hoa ward police (Cua Lo town) said: "Comrade Le Hai Lien's brave and intelligent actions in arresting a drug addict and HIV-infected person were recognized by the local Party Committee, government, officials and people. This is a typical example in the mass movement to protect national security and fight against crime in the area."
Captain Tran Nam Giang also added: “Because Hoang Chinh Quynh did not complete his theft, the value of the property was less than 2 million VND, so he was only subject to an administrative penalty. He is currently being transferred to a drug rehabilitation center.”
