Prohibition of the use of explosives, electric shocks, and toxic substances for fishing

The Provincial People's Committee requests departments, branches, sectors and local authorities to continue to promote the implementation of Directive No. 25/1998/CT-UB.NN, dated July 20, 1998 of the Provincial People's Committee on prohibiting the use of explosives, electric shocks, and toxic substances to exploit aquatic resources and focus on implementing the following tasks:

1.Strengthen propaganda work. Focus on deeply and widely propagating the contents of Directive No. 01/1998/CT-TTg; Directive No. 25/1998/CT-UB.NN to all levels of cadres, workers, farmers, fishermen; mass organizations, and societies from the province to the local level:

a)The Department of Agriculture and Rural Development shall take the lead in coordinating with departments, branches, sectors, local authorities, political and social organizations, associations and unions in mobilizing, propagating and educating people to participate in protecting and developing aquatic resources, fighting to prevent acts of exploiting aquatic resources using explosives, toxic substances, electric shocks and prohibited fishing gear.

b)The Department of Information and Communications, the Provincial Radio and Television Station, and Nghe An Newspaper guide and direct press agencies and localities to promote propaganda work on mass media to raise awareness and responsibility of the entire population in protecting aquatic resources.

2.Strengthen inspection and control of the trading, transportation, storage, and use of explosives, electric shocks, toxic substances, fishing gear prohibited from use in fisheries exploitation, aquatic species prohibited from exploitation, and limited-term exploitation. Strictly punish violations according to the provisions of Decree No. 103/2013/ND-CP dated September 12, 2013 of the Government on administrative sanctions for violations in fisheries activities:

a)The Department of Agriculture and Rural Development, the Provincial Border Guard Command, and the Provincial Police direct the Border Guard, Police, and fisheries inspection forces; and local authorities at all levels to conduct inspections, control, and strictly handle acts of using explosives, toxic substances, electric shocks, and prohibited fishing gear in fisheries exploitation; and strengthen control of prohibited areas, prohibited periods, and prohibited fishing gear in fisheries exploitation.

b)The Department of Industry and Trade directs its functional agencies to regularly inspect, control and manage explosives, and strictly handle acts of trading, storing and transporting industrial explosives, toxic substances and illegal fishing gear.

3.The Department of Agriculture and Rural Development together with the People's Committees of districts, cities and towns shall carry out the work of regenerating aquatic resources; exploiting aquatic products and shall be responsible for:

a)Annually, organize the release of additional breeds into natural water bodies. Priority is given to the release of some native aquatic species and species of economic value to restore resources and increase the population density of species that have been depleted in river basins, lakes and coastal waters.

b)Build and support fisheries exploitation activities according to the model of production teams and the model of Co-management Groups for Fisheries Exploitation in localities.

4.The Department of Finance shall advise on the annual allocation of funds to relevant departments and branches according to the current budget decentralization to carry out inspection and control activities on the trading, transportation, storage, and use of explosives, toxic substances, electric shocks, and prohibited fishing gear for aquatic exploitation; and provide training and propaganda to raise awareness in the community.

5.The Department of Agriculture and Rural Development is responsible for urging and monitoring the implementation, synthesizing the situation and results of the implementation of the directive, and periodically reporting to the Provincial People's Committee.

The Provincial People's Committee requests departments, branches, sectors, People's Committees at all levels, relevant organizations, units and individuals to deploy and strictly implement this directive.
