At the ceremony, National Assembly President and Honorary President of the Cambodian People's Party, Heng Somrin, emphasized that the January 7 victory of the Cambodian army and people, with the dedicated and timely assistance of Vietnamese volunteer soldiers, saved millions of Khmer people who were on the verge of death. The January 7 victory helped Cambodia close the darkest period of its history and open a new era - the era of independence, freedom, democracy and social progress.

President Heng Samrin also strongly condemned the reactionary arguments that want to erase the historic victory of January 7, and distort and slander the Vietnamese army that invaded Cambodia. Historical facts have proven that the presence of Vietnamese volunteer troops in Cambodia was in response to the call of the Kampuchean United Front for National Salvation, the only legal organization representing the will of the Cambodian people at that time. The assistance of Vietnamese volunteer troops contributed to liberating the Cambodian people from the murderers and helping to protect Cambodia's revival, against the Pol Pot plot to return.
