As planned, on the morning of May 16, in Nghe An province, the National Scientific Conference "Building a culture of thrift and fighting waste in the new era of development" will take place.
Before the Workshop, Nghe An Newspaper recorded a number of contributions from officials, party members and people in the province proposing directions and solutions to build a culture of thrift and combat waste in the new era of development - the era of national growth.

In the new era, when our country is striving strongly to develop and integrate, each cadre and civil servant - those who directly hold important responsibilities in the State apparatus - needs to enhance their sense of responsibility, public ethics and especially the awareness of thrift and anti-waste. Thrift is not a small matter. It is a measure of devotion, a manifestation of discipline and a clear demonstration of the spirit of "serving the people".
Fighting waste not only helps save national resources but also protects people's trust in the Party and State - the most valuable assets that an administration needs to preserve.
In reality, we still have regrettable manifestations: cumbersome meetings, illegal use of public vehicles, ineffective administrative documents, and scattered public investment. These things seem small, but together they will be a huge burden on the budget and on society as a whole.
If we want the country to develop sustainably, the cadres and civil servants need to change. We need to save in every little thing: turn off the lights when leaving the room, do not print unnecessary documents, organize meetings with the right focus, limit unnecessary spending... More importantly, we must know how to say no to formalities, ostentation, and waste in all forms. Leaders must be exemplary. Agencies must be transparent. Each cadre must be responsible for every penny of the people, every minute of work.
When the culture of thrift permeates every action and thought, the country will have enough resources and confidence to go far. Every act of thrift today is a “brick” that builds a prosperous future. Let us spread the culture of thrift and fight waste together – not with slogans, but with concrete actions and practical results – so that our country can move forward steadily, so that our people can have more confidence in the Party, the State and the public servants.

Thrift and anti-waste were issues that President Ho Chi Minh paid special attention to during his lifetime with the ideology of "diligence and thrift" and he himself was an exemplary model of practicing thrift and anti-waste. This is also an issue that our Party and State always pay attention to, leading and directing through many resolutions, directives, conclusions and specific policies and guidelines, aiming to tighten management work, improve the efficiency of resource use, serving the construction and development of the country. Most recently, on December 25, 2023, the Politburo continued to issue Directive No. 27 on "Strengthening the Party's leadership in practicing thrift and anti-waste".
This affirms that the Party continues to promote the practice of thrift and the fight against waste with the requirement: "It is a central and regular task of the entire political and social system, first of all of Party committees and organizations, each agency, unit and locality; it is the behavioral culture of each cadre, Party member, civil servant, public employee and each citizen, especially the head, leader and manager, contributing to improving the efficiency of mobilizing, allocating and using socio-economic resources for national development and improving people's lives".
Currently, in practice, waste is manifested in many contents and areas of social life; especially in the State administrative system, it is the waste of time and material, the most obvious manifestation of which is in basic construction investment related to inaccurate and inappropriate designs, leading to projects adjusting investment or when put into use, not promoting the effectiveness of use; or unfinished projects lasting a long time, causing waste of resources; waste in regular spending of agencies; in the use of public assets... The basic cause comes from cadres, civil servants and leaders who have not fulfilled their sense of responsibility in practicing thrift.
Therefore, in order for the practice of thrift and anti-waste to be truly effective, in my opinion, the most important thing is to enhance the sense of responsibility and self-awareness of each cadre and party member, especially the example set by leaders at all levels, sectors, agencies and units.
If all leaders, cadres and party members demonstrate their responsibility and role as exemplary leaders, the awareness of thrift and avoiding waste will spread strongly among individuals and society. Along with that, it is necessary to build strict regulations and control mechanisms, associated with handling responsibilities so that each person does not dare to violate the practice of thrift and anti-waste.

The spirit of thrift and anti-waste was raised by President Ho Chi Minh from the first days of gaining power. The provisional government launched the “Golden Week”, “Rice Saving Jar”, and the production increase movement… to help our people defeat hunger, illiteracy and foreign invaders.
It can be affirmed that thanks to thrift and anti-wastefulness, we have successfully resisted and built the country, achieving many very important results in the current national renovation process. The late General Secretary Nguyen Phu Trong has repeatedly affirmed that "Never before has our country had such a foundation, potential, position and international prestige as it does today."
With the achievements over the past 80 years, our country is facing new opportunities and fortunes to enter an era of national development. General Secretary To Lam affirmed that more than ever, we must seize the opportunity to build a developed, strong and prosperous country, "standing shoulder to shoulder with the world powers" as Uncle Ho wished.
In my opinion, to move forward into the new era, we must make good use of opportunities, maximize resources and absolutely avoid waste. We must not waste time, we must not waste resources and especially we must not waste development opportunities.
Waste is currently occurring in many places and areas such as land, finance, assets, and resources among the people; among cadres and civil servants, there is also waste of time and brainpower. Therefore, it is necessary to pay attention to combating waste and effectively using resources, especially land, finance, assets, etc.
Timely and effectively carry out the revolution of streamlining the apparatus in accordance with the spirit of Resolution 18 of the Central Executive Committee (12th tenure) and the direction of General Secretary To Lam. In the immediate future, it is necessary to select and arrange a team of cadres with enough heart, capacity and talent to undertake the tasks after the apparatus is streamlined.

In the digital age, saving is not just about “turning off the lights when leaving the room” or “writing all the pages”, but making the most of technology to shorten processes, reduce paperwork, reduce formal meetings, and prevent “achieving results” that are costly and wasteful of resources. Each digital application that is effectively deployed is a time we save time, budget and effort for the organization and the people.
In particular, in the current context of merging wards and communes, building a culture of thrift must go hand in hand with streamlining the apparatus, avoiding duplication of functions, avoiding waste of human resources, while promoting transparency, openness and real efficiency. This is the time when cadres and party members need to set an example, not ostentatious, not formal, taking the effectiveness of serving the people as the highest measure.
I believe that building a culture of thrift in the new era is to contribute to maintaining discipline, creating trust, and affirming the capacity of the political system in adapting to the times and developing sustainably for the people.
In the context of the whole country restructuring administrative units and shifting strongly to digital governance, we believe that: Building a culture of thrift and anti-waste in the new era must be viewed more comprehensively, not only in terms of material aspects but also in terms of management methods and work organization.
Saving at this time is to streamline the apparatus, avoid overlap, effectively use human resources after the merger; to promote digital transformation to reduce paperwork, reduce formal meetings, and increase service efficiency. Fighting waste is not only fighting wrongful spending but also fighting old thinking, passive working habits, and stagnation before the demands of the new era. Cadres and party members - especially at the grassroots level - need to set an example first, do the right thing, do it substantively so that the culture of saving can spread. Saving to reserve resources for development, fighting waste to gain the trust of the people - that is the core value that we need to pursue in the current period.

Thrift and anti-waste are cultural beauties of cultured people. This beauty exists in the poor, in the rich, in poor countries and in developed countries. Diligence, hard work and thrift are also traditional beauties of our nation. Uncle Ho is a model of thrifty living and anti-waste.
However, nowadays, besides corruption and negativity that have become a "national disaster", the phenomenon of extravagance and waste is also quite common. Looking at the feasts today, especially for death anniversaries, family celebrations, and receptions, it seems to have become a habit, a matter of pride, just "cleaning up for the sake of it", a lot of leftover food is thrown away, which is a pity. Many means and equipment such as clothes... are still of good quality but "out of fashion" are eliminated. In social management, there is a phenomenon of wasting money, factories, land, public investment, labor, time, etc. Many areas of land and many projects have been "shelved" for decades; many large offices have not been fully utilized; many monuments seem impractical, etc. If calculated in money, the numbers will be "surprisingly" huge.
All materials and products to serve human life are exploited from natural resources, with the impact of labor, technology, and human time. But those resources are limited. Some people think that today we are well-off, no longer lacking like before, so we do not need to save like before. That is an incorrect perception. While life in all aspects has improved significantly, there is still a part of the population that is deprived, not having enough food to eat, not having enough warm clothes, shabby houses, lacking electricity, lacking water, lacking essential living facilities, ... many schools and hospitals are still cramped, lacking equipment ...
I believe that if we do a good job of preventing and fighting corruption and if everyone saves money reasonably and does not waste money, our country will not only "rise" but also not be inferior to many countries that have long been considered "dragons" and "tigers" in the region!
Saving and fighting waste is a very urgent and practical task; within one's scope, everyone can do it; if everyone saves and fights waste together, the benefits will be huge.
