Exemplary officials take the lead for people to follow

(Baonghean) -Binh Son Hamlet (Hung Tien Commune, Nam Dan District) has a total natural area of ​​50 hectares, 133 households with 500 people, the economy is mainly agricultural, so most families' lives are still difficult. Due to the mindset of waiting and relying on others, the hamlets compete to build new rural areas, but this place is still "inactive".

On September 28, 2012, at the Binh Son hamlet Party Congress (term 2012 - 2015), comrade Nguyen Thi Lien was elected as secretary. Immediately after taking up the task, the 57-year-old female Party Secretary was determined to bring the Binh Son movement forward. With the close guidance and encouragement of the commune Party Committee, the collective Party Committee directly led by the Party Secretary determined to eliminate the mentality of waiting and relying on others, and mobilize the people to build roads in the hamlet. The Party Cell unanimously issued a resolution on building rural roads, assigning the hamlet command to develop an implementation plan, the hamlet Front Committee and the Youth Union branches to propagate and mobilize the masses to implement.

After just over 2 months of issuing the resolution of the Party cell, Binh Son has built nearly 1.5 km of concrete roads in the hamlet according to the new rural criteria with a total investment of more than 400 million VND, of which the people in the hamlet and their children working far from home contributed 397,850 million VND, the commune budget only supported 10,000 VND/m2. In the first phase alone, the whole hamlet had 63 families contributing funds for road construction, of which 25 households contributed 5 million VND or more, 22 households contributed from 4 to 4.5 million VND, 5 households contributed from 3 to 3.5 million VND.

Many households have high contributions such as: Mr. Nguyen Van Tu contributed 9.3 million VND, Mr. Nguyen Tat Dong Dinh contributed 7.5 million VND, Mr. Nguyen Van Son contributed 6.5 million VND,... In addition to the required contribution, many families voluntarily contributed more such as: Mr. Nguyen Duc Thin's family contributed 5 million VND (in addition to the 5 million VND obligation), Mr. Nguyen Dinh Voi contributed 2 million VND (in addition to the 4 million VND obligation), Ms. Tran Thi Phuong contributed 1 million VND (in addition to the 6.5 million VND obligation), Ms. Hoang Thi Ha contributed 1 million VND (in addition to the 4 million VND obligation), Ms. Nguyen Thi Minh Thin contributed 4.4 million VND to her family member who is registered in Do Luong,...

Excited by the enthusiastic spirit of the villagers, during the recent trip back to their hometowns, many children working far from home were excited to contribute more than 100 million VND. Typically, Mr. Nguyen Dinh Luong donated 35 million VND, Mr. Nguyen Van Thinh donated 15 million VND, Mr. Nguyen Tat De donated 13 million VND...

To achieve this success, the Party Committee and the hamlet command board thoroughly implemented the Grassroots Democracy Regulations associated with "Skilled Mass Mobilization". Through hamlet meetings, people discussed and agreed on policies, implementation methods, contribution levels, established a steering group, a community investment supervision board, and selected a treasurer to manage the contribution amount. Most families highly agreed with the way of organizing contributions to build roads by household groups, because this method linked the rights and obligations of each household group sharing the same road section.

Each household group, under the leadership of the Party Committee and the hamlet command board, self-accounts for the total investment cost and agrees on the contribution method. 4/6 household groups contribute by population (the highest is 1.86 million VND/person), 2/6 household groups contribute by household (contribution level is 5 million VND and 4 million VND/household).

The lesson in Binh Son in mass mobilization work is that cadres must truly set an example for the masses to follow. Comrade Pham Van Ai, member of the Party Committee of Nam Dan district, Secretary of the Party Committee of Hung Tien commune, excitedly commented: "We are very happy that Binh Son is like this. It is all thanks to the exemplary grassroots cadres and the consensus of the people. Hopefully today's change will create momentum for Binh Son to grow even stronger in the future."
