(Baonghean) - When implementing the new rural construction program, Nam Giang commune (Nam Dan district) encountered many difficulties. Thanks to the drastic participation of Party committees and authorities at all levels, there has been a significant change in the construction of new rural areas in this locality.

Coming to Hamlet 5, Nam Giang Commune, we felt a clear change from the practice of building new rural areas. The wide, flat concrete roads running throughout the hamlet replaced the image of intra-hamlet roads that were only 2 - 2.5m wide as before. Comrade Nguyen Duy Hoat - Hamlet Chief excitedly said: "This achievement has a great contribution from the cadres and people in implementing the new rural construction program". To mobilize the strength of the entire hamlet, the Party cell determined that the top priority task is to focus on promoting the leadership role. In particular, emphasizing the pioneering and exemplary role of cadres, party members and political organizations in the implementation process, thereby arousing a movement among the people. In 2013, taking advantage of the State's cement support, the hamlet mobilized people to contribute 6 million VND per household to complete 200m of concrete road; In addition to contributing working days, many households voluntarily contributed funds, dismantled fences, and donated land to widen the village road to over 3.5m. Along with that, the hamlet mobilized people to contribute to building a cultural house and making a 30m concrete road connecting the main road to the cultural house.

Many other units of Nam Giang commune have also made fundamental changes in infrastructure during the process of building the new rural area. With the drastic participation of all levels, sectors, and the entire people, those difficulties have been gradually resolved by knowing how to mobilize the people's strength. With the motto of mobilizing maximum social resources to build the new rural area, Nam Giang has upgraded the Lang Co asphalt road with a length of 1.2 km, costing 850 million VND, of which the central budget provided 400 million VND, the people contributed 450 million VND; built Sao market with a cost of 1.6 billion VND, of which the central budget provided 500 million VND, the commune budget 500 million VND, and business households 600 million VND. Invested in building 3 level 3 canals with a length of 1 km, costing 1.1 billion VND, of which the State supported 250 million VND, the people contributed 180 million VND. At the same time, the commune completed the construction of 4.3 km of level 6 road, with a base width of 6.5 m and a hard surface of 3.5 m. Recently, the commune coordinated with Military School QK4 to help the locality with labor days, mobilized people and children far from home to contribute to building the new rural area. Typically, Mr. Tran Dinh Nhan donated tens of millions of VND to the scholarship fund, Ms. Phan Thi Sau mobilized children far from home to contribute 600 million VND.

Together with the people's leadership in building infrastructure, the Party Committee issued a Resolution on land consolidation, plot exchange, and land conversion, creating conditions for households to specialize in production. The Resolution assigned specific tasks to the Commune People's Committee and hamlets to carry out land consolidation, plot exchange, and promote commodity production associated with product consumption. It emphasized that the important thing is to create the mindset for people to produce agricultural products in the direction of commodities. Previously, the commune's land was fragmented and scattered, with an average of 5 plots per household, but now each household has 2 plots. The commune planned 3 fields into 2 fields to facilitate farmers in mechanization in production; built large model fields in Co village, Cua Ngan village, Ru Xom village in hamlets 10, 11, 12 with an area of ​​40 hectares. At the same time, the agricultural service cooperative was converted into a joint stock cooperative to improve production and business efficiency. The cooperative cooperated with the Seed Company of the North Central Institute of Science and Technology to produce high-quality rice varieties, 1.8 times higher than the value of normal rice varieties. These results demonstrate the great role of the grassroots party organization. For example, in Hamlet 11, the hamlet party cell mobilized people to effectively implement the policy of land consolidation, plot exchange, and conversion of crops and livestock, increasing the income value per unit area according to the leadership resolution of the branch. After completing the land conversion, in the last winter-spring crop, the party cell focused on leading the hamlet to plan 25 hectares of rice cultivation in the hamlet, while at the same time mobilizing people in the hamlet to produce in the direction of commodities, bringing high-quality rice varieties such as Bac Thom 67 into mass cultivation. The results of the two rice crops in 2014 brought an income of nearly 70 million VND/ha, 2-3 times higher than the value of normal rice. Thanks to the change in crop and livestock structure, people's lives have improved significantly. The hamlet has only 8/128 poor households and is striving to reduce it to 2 poor households by the end of this year.

In addition, the Party Committee of the commune identified that transforming the labor structure and increasing income for the people is a long-term direction. Therefore, the commune coordinates with the district and the province to promote attracting investment in industrial development, creating all conditions for investors to do a good job of site clearance, publicizing the planning of projects invested in the area so that people know the benefits that people enjoy so that people support the investment in the projects. At the same time, create friendly and open relationships to attract businesses to invest in the area. Up to now, Nam Giang has 14 agencies and businesses located in the area, including large enterprises such as Haivina Kim Lien attracting more than 3,000 workers, Hanoi Textile and Garment Corporation, employing about 1,000 workers, Nam Dan - Van An Company Limited has trained more than 2,000 workers... contributing to transforming the labor structure of the commune and surrounding localities, creating momentum for trade services to develop together.

In 2010, when starting to build a new rural area, Nam Giang achieved 9/19 criteria. However, with the consistent direction of the Party Committee, the active role of Party members, and creating high consensus among the people, the commune has achieved outstanding results. Comrade Nguyen Huu Van - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nam Giang commune, shared: "With the spirit of building a new rural area for the people, taking the people as the main subject, over the past time, the Party Committee and the commune government have always promoted the spirit of democracy. After 3 years of building a new rural area, Nam Giang has achieved 18/19 criteria, striving to be recognized as a new rural commune by the end of 2014. To achieve these successes, in addition to the leadership of the Party Committee, the government, the participation of sectors and organizations, the great role of the people must also be mentioned".
