According to initial information, the incident occurred at noon on October 29 at the toll station of National Highway 6 in Luong Son District (Hoa Binh). At that time, Mr. Tran Quang Lam, a forest ranger of the Luong Son District Forest Protection Department, drove his car into the toll lane in the direction of Hoa Binh - Hanoi.

When asked by the staff to stop buying tickets, Mr. Lam did not buy them and even insulted them. According to the surveillance camera, Mr. Lam slapped and jumped through the cabin window to kick employee Dang Van Ngoc. When he tried to stop him, another employee was also punched in the chest by Mr. Lam. After beating the two station staff, Mr. Lam called four other people to continue insulting and driving past the station with threats.

A representative of the Hoa Lac - Hoa Binh BOT National Highway 6 Company Limited said that this was not the first time Mr. Tran Quang Lam had caused trouble at the station. Previously, on August 9, when driving through the station, Mr. Lam refused to pay the fee, turned his car around, blocking the road, causing traffic congestion. Currently, the Hoa Lac - Hoa Binh BOT National Highway 6 Company Limited has a document requesting the authorities to strictly handle Mr. Lam's behavior.
