"Cadres are the root of all work"

Identifying cadres as the root, the important factor determining success in implementing political tasks at each level and each locality. In the 2010-2015 term, the Standing Committee of Yen Thanh District Party Committee issued Resolution No. 05/NQ-HU, dated August 23, 2011 on improving the quality of cadres. After nearly 4 years of implementation, the cadres from the district to the grassroots have had many qualitative changes.

In the 2010-2015 term, many policies of the Party and the State were implemented quite successfully by Yen Thanh on the basis of closely following the requirements of the superiors to direct with the determination, flexibility and creativity of the grassroots cadres. Notably, in agriculture, there have been many bright spots, new ways of doing things, many new achievements, initially forming a model of commodity agricultural production with high scientific and technological content such as producing high-quality rice seeds, producing clean mushrooms, building a Dong Thanh orange model for high productivity; developing concentrated commodity livestock with more than 500 effective farms and households. In the new rural construction movement, Yen Thanh is the place with the first commune and currently has the largest number of communes achieving new rural status in the province...

To achieve the above outstanding successes, according to comrade Nguyen Thanh Ha, Head of the Organization Committee of Yen Thanh District Party Committee, the role of the staff is very important. In the 2010 - 2015 term, the Standing Committee of Yen Thanh District Party Committee issued Resolution No. 05/NQ-HU, dated August 23, 2011 on "Improving the quality of staff, districts, communes and towns in the political system until 2015 and the following years". From there, the Standing Committee was assigned to be in charge of and guide the grassroots in developing specialized resolutions, programs and action plans to implement the resolution. Based on Resolution 05 of the Standing Committee of the District Party Committee, Yen Thanh has standardized the staff titles into a system of standards on political qualities, ethics and qualifications that staff must have, from which to conduct training and fostering in conjunction with planning and using staff. Every year, the Standing Committee of the District Party Committee establishes working groups to inspect the implementation of Resolution 05 at the grassroots level to draw experience and urge for shortcomings and weaknesses.

Implementing Resolution 05 of the Standing Committee of Yen Thanh District Party Committee, Lang Thanh commune issued an action program to implement the Project "Improving the quality of cadres and civil servants". Accordingly, planning, arranging and assigning cadres reasonably; evaluating, commenting and classifying cadres according to the process and substance. The commune also created conditions for party committee members and cadres and civil servants to study professional and political subjects to meet the requirements of the task. During the term, 8 cadres completed university and 2 college professional programs; 7 cadres completed intermediate political programs. Currently, 11 cadres are continuing to study professional and political subjects. The team of cadres and civil servants is stable, qualified and capable of working. Comrade Nguyen Ba Hung, Secretary of the Commune Party Committee, said that the proper attention to cadre work contributed to helping Lang Thanh achieve many results during the term. Many difficult tasks have been implemented smoothly, typically the second fastest land conversion in the district. Although it is a mountainous commune with large land area, large internal traffic system, and rural traffic, it has now been renovated and upgraded to ensure that motor vehicles can reach the fields, and enter the village roads and alleys. The system of schools, medical stations, and markets has been newly built, renovated, and upgraded..., contributing to the completion of each criterion in the new rural area with 12/19 criteria achieved. In economic development leadership, Lang Thanh has formed a raw material area for cassava, sugarcane, pineapple, and paper raw materials. Livestock is encouraged to develop according to the farm and family farm model with 13 comprehensive farms. Average income per capita increased 2.2 times compared to the beginning of the term, and the poor households have decreased from 8.5% to 5.8%. According to comrade Nguyen Ba Hung, in the process of leading and directing the implementation of political tasks, the commune cadres have had many innovative and creative ways of doing things, while also doing a good job in ideological work and mass mobilization. That result demonstrates that the cadres have effectively applied the knowledge acquired through participating in training and fostering classes into practice.

In Bac Thanh commune, thanks to the clear awareness that cadre work is the most important issue to develop the commune, after the Resolution 05 of the Standing Committee of the District Party Committee, Bac Thanh has focused on building plans and plans for training cadres in the political system, first focusing on professional training, then completing political training. Due to difficult local economic conditions, there is no source of support for learners, but thanks to good ideological work, cadres all try to study to improve themselves, to meet the requirements of the tasks they are in charge of. Up to now, out of 15 Party Committee members, 8 have university degrees, 4 have intermediate degrees, 3 are studying at university; in terms of political qualifications, 1 has a bachelor's degree in politics, 12 have intermediate degrees in politics, 2 have primary degrees. Particularly, of the 11 commune civil servants, 8 have university degrees, 3 have intermediate degrees and 7 have intermediate political qualifications. In addition to the team of full-time cadres and civil servants, Bac Thanh also creates conditions for the part-time team to participate in professional and political training courses, creating a source of successors for the Party, government and the mass organization system. With the above solutions, the quality of the commune cadres has been improved, creating positive changes in the implementation of political tasks in the locality. Every year, the departments, branches and organizations in the commune are assessed by the district as having excellently fulfilled their tasks. The material and spiritual life of the people has been improved. The average income per capita reached 26.7 million VND/year (exceeding the target of the Resolution of the Commune Party Congress for the 2010-2015 term), the number of poor households has decreased to 4.5%. 9/9 hamlets have achieved the title of cultural hamlet; schools and medical stations have all met national standards. The commune has 16/19 NTM criteria completed, the remaining 3 criteria are nearly met. The Party has continuously achieved clean and strong status for many years, including many years of exemplary clean and strong status.

It can be affirmed that Resolution 05 of the Standing Committee of Yen Thanh District Party Committee has been seriously implemented by each Party Committee, government, and organization; developing appropriate and accurate resolutions, projects, policies, and solutions in their units to improve the quality of the apparatus of cadres and civil servants. Every year, a training plan is developed to foster political qualifications and professional expertise in the cadre and civil servant team. Therefore, each level, each sector, agency, and unit has paid attention to arranging and using cadres to ensure the right standards, the right people, the right jobs, building a team of cadres with qualifications, knowledge, capacity, daring to think, daring to do, daring to take responsibility... The work of commenting and evaluating cadres from the district to the grassroots has become more substantial. Good direction has been given to the work of supplementing Party Committees, perfecting the apparatus, mobilizing, rotating, appointing, receiving, arranging, and planning cadres. During the term, Yen Thanh added 33 Party Committee members, including 4 district Party Committees and 29 grassroots Party Committees. Promoted, transferred, rotated, and appointed 145 comrades; trained and sent 22 bachelors and senior political officers for training; 351 comrades to study intermediate political officers; trained and fostered 19,664 people in professional and technical skills. The quality of the staff was improved. 100% of the District Party Executive Committee had university degrees, an increase of 11.8% compared to the beginning of the term; 92.3% had bachelors and senior political officers, an increase of 13.7% compared to 2010. 100% of the communal-level civil servants had intermediate professional qualifications or higher, an increase of 5.1% compared to the beginning of the term. 95% of the Party organizations were clean and strong and fulfilled their tasks well, with no weak units.

In particular, the work of cadres continued to be improved and enhanced after the grassroots party congress and the district party congress for the 2015-2020 term. This is one of the important premises for Yen Thanh to make a breakthrough in the new period, completing the goals and targets set by the Resolution of the District Party Congress for the 2015-2020 term, which is to strive to make Yen Thanh a new rural district in 2019, becoming one of the best districts in the province in 2020.
