Nghia Binh, one of the purely agricultural communes of Tan Ky district, has many difficulties in people's lives, the terrain and geological conditions are not very favorable, the dry season is dry, the rainy season is often flooded. The commune has a large area of ​​riverside alluvial land, but due to lack of irrigation water, it often grows crops with low economic value and difficult to change the structure. Mobilizing people to boldly invest and change the crop structure is one of the priorities of the local Party Committee and government. In mid-2013, Nghia Binh was chosen as one of two communes to join a joint venture with a business to rent land to pilot the planting of crops with high economic value. Initially, the business is expected to need 150 hectares of land to grow Japanese sweet potatoes, Indian green chili, onions and burdock - a medicinal plant.

However, the difficulty is that most of the land has been allocated to people for long-term use, so if you want to lease land to investors, you must have the consent of the people themselves. To implement the project, the District People's Committee assigned the Department of Agriculture to coordinate with the commune to propagate and mobilize people to participate in the project. Based on a firm grasp of the contents of the joint venture project, the commune leaders directly attended meetings with the hamlets to listen to people's feedback and answer questions. At first, people were very worried and hesitant, because if they lease for 1 year, the investor only leases for 6 months/year, and the rental price is 11 million VND/ha (550 thousand VND/sao), so many households do not want to lease.

Along with propaganda and mobilization, the district and commune supported an additional 3 million/ha, so for each hectare of land rented, people were paid 14 million VND/ha. Gradually, people also became more knowledgeable and familiar with specialized industrial production. Contributing to that success was the spirit of "leading by example" of party members: Dang Thien Huong, Secretary of the Party Cell of Hamlet 4; Dao Ngoc Hoa, Secretary of the Party Cell of Hamlet 5 and Ta Quang Hoi, Secretary of the Party Cell of Hamlet 6, who set an example and encouraged their families to lease land to investors for production. After 1 month, 300 households in Hamlets 4, 5, and 6 agreed to lease land, with a total area of ​​31.5 hectares. Up to now, out of the total 31.5 hectares, the investor has planted 4 hectares of Japanese sweet potatoes, 12 hectares of Indian hot peppers, 10 hectares of burdock and 5.5 hectares of onions. In addition to receiving land rent of 700,000 VND/sao, households also directly participate in labor for the enterprise with about 50 workers, each day earning from 120,000 - 240,000 VND/person.

Mr. Tran Van Thanh, Vice Chairman of Nghia Binh Commune People's Committee, said: The project has only been implemented for nearly 6 months but has contributed to changing the awareness of local people. Through working for the company, people have learned how to invest in irrigation systems, sow seeds, and take care of and harvest them... according to a very strict and professional process. Currently, green chili peppers are harvested every 4 days and are canned by the company and sold abroad.

It can be said that the fact that a business leases land for high-tech farming and uses local labor has opened up a new direction in transforming the crop structure in rural areas. From the above results, people trust and continue to request that the commune and district have a plan to contact the business for longer-term business, extend the contract, expand the area or transfer technology to farmers.

With the same semi-mountainous terrain conditions as Nghia Binh, the biggest difficulty of Nghia Hop commune is the very weak transportation system, the whole commune has no asphalt or concrete roads, the roads are cramped and not according to the planning. Therefore, when implementing the construction of new rural areas, the Party Committee and the commune government determined that building roads is a key priority, creating a "breakthrough" for socio-economic development. Because it is not a model commune, meaning there is no support from higher levels, the commune must mainly mobilize internal resources. After choosing Hamlet 2 as a model, the commune established a Steering Committee and propagated and mobilized people to actively participate in donating land and contributing to road construction. Thanks to the synchronous, reasonable and correct implementation of the process, the households highly agreed, the route was laid out, and 2.6 km was built according to the standard of the graded aggregate, with a total cost of nearly 800 million VND. This is a road entirely by the people. In particular, some households refused to receive land acquisition support money from businesses, voluntarily giving the above amount to the commune to build drainage culverts, contributing to completing the road... Comrade Chu Van Linh - Secretary of the Party Committee of Nghia Hop commune said: From the experience of organizing mass mobilization for traffic in 2013, the commune is continuing to replicate the model to other hamlets; especially promoting the exemplary role of party members and cadres for people to follow...

It is also a story of mobilizing people to build new rural areas, but in Tan Phu commune, there is a rather creative way of doing it. According to the initial plan, the budget to support traffic construction in 2013 was for 4/12 hamlets. Tan Phu proposed a mechanism to promptly support hamlets with good progress and movements, the commune will prioritize them first. At the same time, it continued to mobilize people from other hamlets to donate land and contribute money to build roads according to the set standards. Thanks to this timely and creative adjustment, within only 2 months, a concrete road of more than 4 km worth more than 2 billion VND (on average, each household contributed more than 2 million VND) according to new rural standards from Tan Luong hamlet to Duc Thinh was completed, creating a new look for the countryside.

From the reality of models of mobilizing people to develop the economy in Nghia Binh, to mobilizing consensus in building effective new rural areas in Nghia Hop or Tan Phu, they have actively contributed to the implementation of political tasks in the area, becoming pilot models, widely replicated. Comrade Dao Van Minh, Deputy Head of the People's Mobilization Committee of Tan Ky District Party Committee said: One of the valuable things in the above models is that they have overcome the mindset of waiting and relying on investment from superiors; from the reality of their locality, there are proactive measures to promote internal resources to complete the set goals, as a basis and experience to replicate the following models.
