Village officials build billion-dollar houses but are still poor

Holding key positions in the village, with a fairly prosperous economy, many households in Bac Yen village (Hai Yen commune, Tinh Gia, Thanh Hoa) are considered poor households, while truly poor families are excluded from the list.

According to the feedback of Bac Yen villagers, there are currently many well-off families, who are village officials, on the list of poor households.

The massive house under construction belongs to "poor household" Nguyen Cao Duoc - former head of the village's Veterans Association.

Mr. Le Van Thu (76 years old) said that Bac Yen village has about 280 households, of which 49 are poor, mostly elderly and single. However, in this list, there are 7 families considered well-off, party members and village officials.

In particular, Mr. Nguyen Cao Duoc's family is building a spacious 3-storey house, which is considered by locals to be the most beautiful in the village. It is estimated that the completed house will cost billions of dong. His children are all successful.

Regarding this issue, Mr. Duoc said that he had cancer and had to have 3/4 of his stomach removed since 2010, and since then he has been considered a poor household according to the scoring criteria.

Mr. Duoc also admitted that his children are very successful. He also does not want to be poor, but the village thinks it is due to illness.

Not far from Mr. Duoc's house, Mr. Le Hong Thang is also building a 2-storey house.

Mr. Thang's family has been considered poor for a year now. His children are all married, leaving only the two of them at home.

The reason he was considered poor was because in 2015 his wife fell off a motorbike and was injured.

Mr. Thu wondered: “What kind of poor household has 2-3 expensive motorbikes, a refrigerator, a TV, a washing machine… in their house? Many families in the village are still struggling, even lacking food, and are excluded from the list.”

The poorest village is not on the list.

We visited the family of Mr. Cao Ba Tinh and Ms. Le Thi Bich. Mr. Thu said that when it comes to poverty, no one in the village is as poor as Ms. Bich's family.

Ms. Bich is the poorest person in the village but is not on the list of poor households.

Mr. Tinh (born in 1973), a person who is always naive, the neighbors took pity on him and let him work as a construction worker.

Ms. Bich shared: “The family has 4 children, 2 of whom are as foolish as their father. The eldest son went to work in the South for a while and then returned home. He asked an acquaintance to apply for a job as a worker in Nghi Son Economic Zone, but he didn’t know how to use the access card, and when he returned he didn’t know his way around so he was fired.”

According to Mr. Nguyen Quang Khoi - Chairman of the Hai Yen Commune Fatherland Front, Ms. Bich's family is in a difficult situation. 6 years ago, people in the village and commune had to contribute bricks and money to help build a house....

Mr. Le Van Duan's family has 4 children. There are no valuable items in the house except for an old TV and a Chinese motorbike as a means of transportation.

In addition to the two families mentioned above, there are many similar poor cases in the village, but they are not included in the list of poor households, but they do not dare to question.

No one has any comments?

Head of the poverty review committee, Vice Chairman of the commune Le Quang Vinh said that after having the list, the committee will review it and then publicly post it at the village cultural house.

At that time, the people did not have any comments or questions, only Mr. Le Van Duan and Mr. Cao Van Kiem had submitted applications for consideration of poor households. However, when the delegation came to review and re-evaluate, there were too many, so they were not accepted.

When asked why some very well-off households were still included in the list of poor households, Mr. Vinh said that when reviewing these households, they all had enough points, but because Mr. Duoc and Mr. Chau had cancer and Mr. Thang's wife had an accident, they were still included in the criteria for poor households.

The remaining 4 households are Mr. Nanh, Mrs. Son, Mrs. Lan, Mrs. Han. Although they are village officials, these households are elderly, lonely, and in real difficulty.

Will withdraw poor households if there is a problem

Mr. Tran Van Hung - Chairman of Hai Yen Commune People's Committee said that he has not received any feedback from the people about this issue. The process of reviewing poor households in the commune is very strict, following the correct order.

“I will check and review. Any incorrect cases will be immediately withdrawn. For the committee, anyone who does wrong will be strictly handled according to the law,” Mr. Hung said.

Mr. Hoang Khac Dao - Head of the Department of Labor, Invalids and Social Affairs of Tinh Gia district said that, considering the general situation in Bac Yen village, the above households (ie 3 well-off households - PV) being included in the list of poor households is not appropriate.

He will advise the District Chairman to re-examine, and withdraw any unsuitable candidates, and at the same time, take action against the officials who are not objective, leading to the above incident.
