Need to foster national defense knowledge for non-state enterprises

On August 20, authorized by the Government, Minister of National Defense Phung Quang Thanh presented at the meeting of the National Assembly Standing Committee (NASC) a report on the draft Law on National Defense and Security Education (NDSE), consisting of 6 chapters and 42 articles.

In which, the Government's viewpoint on the issue of different opinions in the process of law making is clearly shown. That is, it is necessary to foster knowledge of national defense and security for subjects in non-state enterprises, non-public service units, religious dignitaries and monks. According to the Government, these are all subjects with certain roles and positions in the spiritual life of society, so it is necessary to grasp knowledge of national defense and security in a systematic and extensive manner.

The examining body - the Standing Committee of the National Defense and Security Committee of the National Assembly agrees with this principle. In fact, the training of defense and security knowledge for religious dignitaries and monks in the past has been piloted and expanded in 56 provinces and cities, all showing positive and stable results. However, the training of defense knowledge in the business community is facing many difficulties and low feasibility. Therefore, it is proposed that the draft law should only stipulate principles in the direction of classifying criteria for enterprises based on their scale, nature, number of employees and level of influence on society to determine whether they are eligible for training or dissemination of defense and security knowledge, to ensure feasibility.

In addition, the draft law also needs to have specific regulations on disseminating knowledge of national defense and security for all people. Accordingly, in localities and key areas of national defense and security, it is necessary to disseminate knowledge of national defense and security to each prestigious person among ethnic minorities, owners of ships and boats operating for long periods at sea; and workers in border areas and islands. This is a practical measure to contribute to consolidating and building national defense associated with the people's security posture at the grassroots level. Chairman of the Nationalities Council Ksor Phuoc requested the Law Drafting Committee to consider the consistency and uniformity of this Law with other relevant legal documents, such as the Law on Organization of Cadres, the Law on Organization of the National Assembly, People's Councils... as well as to estimate the budget for this work.

On the same day, the Standing Committee of the National Assembly gave its opinion on amending and supplementing Joint Resolution No. 06/2004/NQLT/UBTVQH11-DCTUBTƯMTTQVN dated September 10, 2004 between the Standing Committee of the 11th National Assembly and the Presidium of the Central Committee of the Vietnam Fatherland Front guiding National Assembly deputies in meeting voters.
