(Baonghean) Cong Hamlet and Trong Canh Hamlet have about 200 households. Previously, the electricity grid was managed and repaired promptly by the Cooperative, meeting the people's daily needs.

However, since mid-2010, electricity has been transferred to the Quy Hop Electricity Branch for direct management. Instead of sending staff to survey the current situation for gradual investment, it has now been handed over to the electricity sector for management and the branch has hired some village and commune officials to collect monthly electricity bills. It is worth mentioning that both in the past and now, the electricity situation is too weak, especially during peak hours, households cannot cook rice, boil water and have to use kerosene lamps at night. After many unsuccessful petitions, in September 2011, people reported to the Commune People's Committee and stopped paying for electricity.

Faced with the above situation, the electricity branch sent the electricity contract to the people, which fully stated the rights of both the electricity seller and the electricity buyer. However, after the electricity contract was re-signed, the quality of the electricity "supply" remained unchanged. During peak hours, the electric lights were still flickering and unusable, only bright enough from 11pm to 4:30am the next day.

From October 2011 until now, people in the two hamlets still have to use candles and oil lamps for daily life and study.

This situation does not only occur in the two hamlets above. To resolve it quickly and thoroughly, it cannot be done overnight. It requires the coordinated attention of many levels, sectors and localities. However, the Electricity sector needs to be proactive and soon have an urgent plan to renovate and upgrade the power grid for people, especially in mountainous and remote areas.
