On November 17, the National Assembly discussed the Government's Report on the implementation of the National Assembly's Resolutions on questioning and answering questions.

The discussion session was broadcast live on Vietnam Television and Voice of Vietnam for voters nationwide to follow.

Thereby, many voters in provinces and cities expressed their agreement and support for the Government's report and the recommendations of National Assembly deputies.

Fundamental solutions are needed to address post-interrogation issues.

Nguyen Quang Huu, Permanent Vice Chairman of the Thanh Hoa Province Veterans Association, said that questioning is a form of supervision by the National Assembly. In recent times, this activity has been recognized and highly appreciated by the public in efforts to innovate and improve the effectiveness of the National Assembly's operations.

Questioning helps Government members better fulfill their promises to the National Assembly; at the same time, it has a positive effect on the Government's operations.

According to Mr. Nguyen Quang Huu, the Government's report on the implementation of the National Assembly's Resolutions on questions and answers presented by Deputy Prime Minister Nguyen Xuan Phuc clearly demonstrated the responsibility and efforts of the Government and central ministries and branches in managing economic and social activities. The report highlighted important achievements in many economic, cultural and social fields. However, there are issues identified by the National Assembly's Resolutions through many sessions, but have not been considered and resolved...

The Government's report needs to analyze more clearly the causes of the shortcomings and limitations in all areas, on that basis, propose fundamental solutions, and cannot continue to provide temporary and coping solutions. In addition, the Government's report needs to clearly state the results of the implementation of the promises of the Ministers in previous sessions; clearly stating the extent to which the issues have been implemented, the results, what has not been resolved, the reasons why and the possibility of further implementation, avoiding empty promises, promises for the sake of it or just making a formality.

To improve the effectiveness of implementing the National Assembly’s Resolutions on questioning and answering questions, voter contact work needs to expand the subjects and participants. The “commanders” of the sectors selected to answer questions must demonstrate the responsibility of their ministries and sectors to the National Assembly and voters. The content of the answers must go straight to the heart of the questions, avoiding the situation of taking advantage of the forum to report achievements or answering in a roundabout way, not in accordance with the content of the requirements set by the delegates...

Clarifying cause and responsibility

Agreeing with the contents of the Government's Report on the implementation of the National Assembly's Resolutions on questioning and answering questions presented by Deputy Prime Minister Nguyen Xuan Phuc, Mr. Hoang Khac Trung, Vice Chairman of the Fatherland Front Committee of Thanh Hoa province, said that the Government's report highlighted the important achievements of ministries and branches in the fields of: Agriculture, rural areas; education and training; health; transportation; civil judgment enforcement; settlement of complaints and denunciations...

The Government's achievements have been highly appreciated by the National Assembly and voters nationwide. However, the Government's report needs to analyze in depth the causes of the shortcomings and limitations, clearly state the responsibilities of each ministry and sector and the roadmap to resolve the shortcomings and limitations, and promptly take timely remedial measures such as: Policies for ethnic minorities; afforestation; resettlement for people in border areas and disaster areas.

Mr. Hoang Khac Trung hopes that the Ministers selected to answer questions at this session will clarify the "hot" issues that the National Assembly and voters nationwide are interested in.

Mr. Ha Quan, Vice President of the Veterans Association of Pleiku City (Gia Lai), found the atmosphere of questioning and answering questions to be very democratic, focusing on pressing social issues and opinions of voters at each session. The questioners focused on key, key content for the ministers to answer. However, there were also simple, trivial questions that made it difficult for the respondents, not reflecting the true wishes of the voters. The answers of the ministers also focused more on the main points, but there were still ministers who gave general answers, not hitting the point, not satisfying the wishes of the voters.

Mr. Ha Quan hopes that the question and answer session at the 8th session will overcome the above limitations to better meet the aspirations of voters nationwide that have been sent to the National Assembly deputies.

Mr. Hoang Dinh Tien, a retired cadre in Tra Ba ward, Pleiku city, commented: The recent vote of confidence has truly reflected the responsibility of each ministry and sector in managing their work. People who previously had low votes of confidence have made efforts and now have high votes of confidence.

The Ministries of Home Affairs, Health, Natural Resources and Environment, and Education and Training have low confidence votes and have not yet fulfilled their tasks well. Mr. Tien commented to the Minister of Home Affairs that advising the Government on implementing the Politburo's Conclusion on policies for talented people is taking too long, and it is unclear what the problem is because according to the Politburo's directive, it should be implemented in the first quarter of 2014, but it has not been implemented yet.

Mr. Tran Quoc Viet, Chairman of the Vietnam Journalists Association of Ben Tre province: Through following the question and answer session on the morning of November 17, I see that the report of Deputy Prime Minister Nguyen Xuan Phuc has stated the work and projects that have been carried out, but the issue is to evaluate the quality and effectiveness of the projects and find out the reasons for the good and bad aspects.

Regarding the opinions of the ministers answering the questions: Raising many new and specific issues of their industry is innovation. For example, Minister of Agriculture and Rural Development Cao Duc Phat gave specific explanations, with supporting data, and mentioned upcoming measures.

Mr. Vo Tien Cuong, a retired cadre from Phu Khuong Ward, Ben Tre City, Ben Tre Province, said he agreed with the Government’s report and the constructive comments of the delegates. As a voter, Mr. Cuong said he was very pleased with the socio-economic achievements that have been made, which demonstrate the joint efforts of the Government and ministries and branches.

Notably, ministries and branches have made many positive changes compared to the previous term, such as the Ministry of Transport, the State Bank, etc. In addition, social security policies have been effectively implemented, with better care for the people, because protecting the country first and foremost means caring for the people.

However, Mr. Cuong also raised some concerns about the rampant situation of counterfeit and poor quality goods, the prevention of smuggling still has many limitations; food security has not been guaranteed; the government apparatus is too cumbersome; it is necessary to resolutely streamline and improve the capacity and efficiency of the staff, workers and civil servants, especially the leaders; health, cultural and educational activities are still too poor, need to be quickly overcome; corruption is a national disaster, to maintain the country, it is necessary to resolutely carry out the fight against corruption from high levels to the grassroots to restore people's trust./.
